ber of Commerce, to study the proposal that all money for strictly charitable purposes In Marion County he raised by taxation. Jtithmer announced a tentative committee today but later recalled it. He said final appointment will be made Monday. Fortune Make* Proposal A concrete proposal to this effect was presented by William Fortune at a meeting Thursday night at the Chamber of Commerce of r?presentatlves of the Chamber ard of the Community Fund.- The proposal provides that money be raised by taxation for all poor-relief purposes, but that the so-called welfare and char-acter-building organizations be left out. The money so raised would be administered by a commission of representative citizens. There was a sharp division among persons attending the meeting as to the plan. Opposition to the proposal was led by Fred Hoke, head of the Community Fund. He declared the fund is not a failure, that it has achieved greater success each year and that it make for a better community spirit. He expressed the
opinion that the present .method of raising money is the better one. Hoke declared that 52 percent of the Community Fund money goes to helpipg the poor and that 48 per cent goes to uplift organizations. Fortunte placed the proportion for the poor at a somewhat lower figure. Milght Wreck Fund The question was raised as to whether under Fortune's proposal the Community Fund could or should be continued, or whether the various organizations that could not obtain money through taxation should make separate drives for funds. The opinion was expressed by several that the plan would mean the end of the Community Fund. Hoke said In a prepared statement that the Council of Social Agencies had considered a plan similar to that presented by Fortune and that attorneys consulted believed there were consttoitional obstacles In the way of a law to provide for such a plan. FORMER SCHOOL TEACHER DEAD Miss M, C, Shearer Had Taught Forty-One Years, Funeral services for Miss Mary Catherine Shearer, 72, of 1714 N. Delaware St., a teacher In Indianapolis public schools forty-one years, who died Thursday night, will be held at 10:30 a. m. Monday at the residence. Burial to be In Crown Hill cemetery. Miss Shearer last taught at Austin H. Brown school, 6, 702 Union St., retiring about ten years ago. She was bom at Madison. "Miss Shearer was a fine conscientious woman. She waa loved by the children and other teachers to which she devoted over two score years.
She always had the best interest of her students at heart,” said Dorothy Davis, 4051 Central Ave., teacher at School 25, who was associated with Miss Shearer for many years. Surviving are two nieces, Miss Jeanette Harris, secretary to former Governor James P. Goodrich: Mrs. 11. J. Pa-ttison, Indianapolis: and a nephew, Clarence Harris, with whom she lived.
