PLAN COMMISSION WORK IS SCORED Engineers' Committee Asks Change in Zoining Board. Recommendation that the city plan commission and the board of toning appeals be made separate mdles was made In a committee report totjav to the Indianapolis -hapter of the American Association it Engineers at the Board of Trade. Membership now Is Identical. No action was taken. The report urged that the zoning ippeai board consist of five members to be appointed by the mayor md Include not more than two members of the plan commission or the rfty administration. Daniel B. Luten, malting the report. said the' plan commission had defeated the purposes it was created for. and recommended that it confine its activities to studying traffic problems. Eeuten stated that the zoning ordinance is a failure. The new electric traffic signal system was also criticised, as slowing up traffic. The report scored the plan commission for holding up the report of J Rowland Blbblns, traffic engineer of Washington, D. C., made last summer. Xmv Kind of Heater BEREIX, Dec. 5. BUSINESS ENTERING PROSPERITY CYCLE Banker Lists Factors Which Point to 'Good Times'— Sees Wage increase in Prospect,

And it is extremely significant that It is starting of with the same combinations of conditions that existe-d at the beginning of some of the most notable periods of sustained prosperity. It has long been noted that four factors are necessary to produce a period of sustained prosperity in this country. They are: 1. Increasing industrial production after a period of depression. 2. Oond agricultural prices. 3. Increasing export demand. 4. Easy credit conditions. And this new cycle is beginning with the old combination of all of them. Specifically, the following sum up the prospects for 1925: L Interest rates promise to be low, but with a rising trend. 2. The major trend of bond and stock prices should be upward, and the final peaks In these markets probably will be established during the year. 3. Building is nearly sure to continue in good volume, but without much prospect of exceeding the records established in 1923 and 1924. Building costs probably will remain firm. 4. Employment Is likely to brgreater with the predominant trend of wages slightly higher 5. The cost of living probably

It is probable that 1925 will he a year of recovery, reaching prosperity with greater production, larger margins of profits, accompanied with more speculation in both commodities and securities. Tiiless weather conditions prove highly abnormal, 1925 promises to be a year of increasing business acceleration, approaching the speed limit, and in danger of incurring the consequent penalties in 1926.
