Dee. 4.—Congress must act swiftly to reform the present tax law, for “the importance of getting our taxing system on a sound basis is not a subject which with safety for our ftuure can be long postponed.” Secretary of the j Treasury Mellon declared in liis an- ; nuai report to Congress today. America's business and industrial j outlook is “more favorable for sound ! and orderly economic development j than at any time since the war.” , said Mellon, but revenues are dwindling, new ways of tax evasion are being devised, tax-exempt securl- ! ties are multiplying and the national j Government faces a serious sit- j uatlon. “It is clear that we must look care- j fully to the productivity of existing taxes and to their economic stability If we are to have further tax reduction and if we are not to be , forced in less prosperous times to actual tax increases.” he said. • Surtax Kates “The attention of Congress should be directed principally to the excessive surtax rates and to the confiscatory estate tax rates. The gift tax is unworkable and unduly hampers legitimate business. The puh--I‘city provision in the revenue law. in my opinion, is a mistake of pol Icy and will be detrimental to the revenue.” Mellon recommended the maximum surtax rate be fixed between 15 and 25 per cent, which, with a normal tax of 6 per cent, would make the maximum tax between 21 and 31 per cent, instead of 45 per cent as at present. Os the general situation, he said: “With other nations of the world we are just emerging from that most difficult period of readjustment which the inevitable aftermath of a great war. We are perhaps the first nation able now to present reasonable assurances that we have come through successfully. “Various theories inconsistent with economic laws have been advanced as remedies to this or that feature of our .system. The sober Judgment of a great majority of our people has in the election just passed repudiated these theories and ex pressed itself in favor of a constructive and orderly program of handling our governmental affairs. There lie before us, if we approach ' them with intelligence, years of pros-' perous and healthy conditions such as succeeded the election of 1536 We have already made much progress in this direction."
