The Cooperative League of America was not making operating expenses. had been barred from doing business in several States and was involved in litigation costing more than $200,000 when the Hawkins Mortgage Company of Portland, Ind., took it over in December, 1922, Henry J. Rovard of Pittsburgh, Pa., organizer of the league, admitted in Federal Court today.
