STATE HIGHWAYS UNDERGO ANNUAE WINTERREPAIRS Work Is Rushed to Prepare Surfaces for Traffic Demands. As the season approaches extreme weather conditions, the State' highway department is using high speed to put all State mileage in shape to withstand the rigors of winter and severe traffic demands. That these are war emergency measures is evidenced by the repeal of many similar taxes in the past four years. “Among those remaining are the automobile taxes.
