DOUBTS POWER OF STATE COPS Judge Wilmeth Investigates Validity of Charges, City Judge Delbert O. Wilmeth today was investigating the validity of charges preferred by State motor police in his court against Anthony Zaephel. 20. of 1438 Charles St., alleging speeding and improper driving. Wilmeth said the State law had been cited to him, that State motorpolice who hold their commissions under the secretary of State's office have no power to arrest motorists on speeding or improper driving charges. Zaephel was arrested last July by State Motor Policeman Sam Young and Joe Shinn after a six-mile chase between Ft. Benjamin Harrison and Brightwood. His case had been continued in city court. Wilmeth said he was going to make a thorough investigation of his jurisdiction in the case. News of Interest to State Fair Visitors i TRAINS SLOWED By Times Special NEW CARLISLE. Ind., Sept. 5. Definite action has been taken here toward the elimination of the grade crossing at that point known as "Death's Crossing," where steam and electric lines have claimed scores of lives within the last few years. Beginning Sept. 15 all trains must slow to eight miles an hour, doe to an ordinance passed by the town board here. Eighty-three daily trains on the New York Central are affected by . the order, as well as a number of trolley cars.
