Speech ofSenator Ralston at Convention
Below is text of the speech of United States Senator Samuel M. Ralston before the Democratic State convention today: “Mr. Chairman, Delegates and Fellow Citizens: “I am profoundly grateful for your warm reception. It is another evidence of the unselfish support the Democrats of Indiana have long given me. “In 1892 I was one of their presidential electors and it seems to me that I have ever since been an especial object of their favor, whether I was running for office or endeavoring to discharge my citizenly duties in the private walks of life. Whether I misinterpret what has actually been their real attitude toward me or not, during all these years, when we worked together tor the triumph of Democratic principles, I do know that I shall never be able to prove by my works my sense of indebtedness to them. “As I stand before you today, I am not unconscious of the talk among my countrymen, connecting my name with the presidency of the United States. Unworthy as I am of such distinction, I would not be a red-blooded American if I did not hold it to be an honor too great to be described by word of mouth. “Great as this honor is, however, I would not speak truthfully to you should I refrain from saying that I have never aspired to the presidency of this country. There is something about the greatness of this exalted position that admonishes me against wanting to undertake the execution of its grave and solemn duties. Pleads Uninstructed Delegates “If there be those who doubt my sincerity in what I am saying, let me lay additional emphasis on my state of mind by declaring that this convention will please me most by allowing the delegates from Indiana to the New York convention to go uninstructed. “I am anxious that the delegates from my home State shall go to the national convention with open minds and perfect freedoom to participate in nominating the best man to lead our party in the presidential contest this year. “This Nation has recently emerged from a great world war. Its services in that wonderful conflict were the most striking illustration ever made of the unselfish sacrifices of a masterful people on behalf of humanity. As true Americans. Democrats must be loyal to the ideals that inspired our countrymen to fight for the freedom of the world in that deadly struggle. This they will not be. if they do not insist upon their party selecting for its presidential candidate a man who is a human through and through; who knows America, and who wants this country to do its part in establishing peace—continuous peace—among the nations of the earth. If such a candidate be chosen, his vision will sweep the world around and while by word and contribution, he wijl want his country to lead in the service of mankind, still he will take care that the Constitutional rights of America are not surrendered or placed in jeopardy. “Such a "candidate in the event of his success at the polls, will recall with pride that our flag had never before been an inspiration to so many nations as it was when its staff was taken from the hand of Woodrow Wilson. Such a candidate will know that we are not adequate to the day in which we live, if we fail to appreciate and meet the duties destiny has placed upon this Nation. “Let the Indiana delegation then go to the New York convention without instruction, but with your benediction upon them that our great party may the more intelligently and the more assuredly set about to restore to the people their government from the hands of spoliation. Honesty Ln Government "The questions which are likely to figure most prominently in this campaign, have been so ably discussed from this platform today, that I shalj not enter upon a discussion of them. But in the light of what has been occurring during recent years in Washington and elsewhere in the administration of our public affairs, I cannot refrain from reminding you

“The Democratic party, after three | years of Republican administration, j enters the national campaign with j greater confluence and more pride I than ever before In her history,” Frederick Van Nuys, keynote oraj tor of rhe Democratic State convention, declared in his address before the convention today. “The Republican party today is practically leaderless, and by reason of internal dissensions, is powerless to function," Van Nuys said. “The recommendations of the President are waived aside. His vetoes are overridden. They eulogize hirn. but they won’t follow him. “The Republican party has garnered an a. indant harvest from the | campaign promises of 1920, and the expenditure of vast sums of money wholly- out of keeping with clean politics.” Van Nuys said the United States is losing ita prestige among the nations because three years have passed without formnlation of a defi nite foreign to take the place iof the one the Republican toppled over. Blocs and Factions “An insane and vacillating leadership in Congress has resulted in failure to enact remedial legislation n domestic affairs." he said. "The party- has broken up into blocs and factions and has become a captious and quarrelsome antagonist.” Van Nuys eulogized the leadership and idealistic vision of the war President and recounted the achievements in domestic legislation during the period of Democratic rule. “The Democrats put more remedial ! legislation on the statute books in I eight years than the Republican dreamed of in forty,” he asserted. “And while setting our House in order, the Democratic Administration was called on to direct the winning of the greatest war in history.” ( Taking up the Senate investigation of the oil scandal. Van Nuys said the Democratic Senators who “at the expense of their time and health demonstrated the truthfulness of the charges" deserve the gratitude of every good American citizen. “The country stood agast at the j revelations of malfeasance in office | upon the part of Cabinet officers and |those charged with the highest du- | ties and responsibilities of the public j trust. Persons high in authority in I the Republican Administration in : Washington struck deeply into the | vitals of American Government. Wateon Smoke Screen “Yet Senator Watson and all other leaders of the Administration are building back fires and setting up smoke screens today to divert the attention of the American people from the most nefarious conspiracy against the Government since the days of Benedict Arnold. “And then the Republican State convention came along and adopted a platitudinous platform. The convention was simply a rubber stamp upon the wishes of Senator Watson and those two distinguished Demoj crats from Georgia and Texas who j recently have functioned so successfully in Indiana Republican politics. “When Senator Watson said the unprecedented and culpable ex- ! posures of the Harding Administra- ! tion when compared to the Wilson ; Administration as a summer breeze jto a West Indian cyclone,’ he in- | suited the intelligence of every read- | ing and thinking man and woman in I Indiana.” ! Van Nuys said the Republicans j had instigated fifty-one investigations and spent $2,000,000 in an attempt to prove "the most blatant and unwarranted accusations against the Wilson Administration. that the salvation of the people and the success of popular government rest absolutely on the honesty and efficiency of public servants. “Without honesty, without Intelligence and economy in public expenditures no political party deserves the public confidence. All other issues are secondary to this consideration, a.nd it is up to the American reopie themselves to say whether or not they shall have the public service to which they are entitled. One thing is certain. They cannot have it unless they take their stand as Thomas Jefferson did in opposition to our Government showing favoritism to any class. I submit to your judgments and your own Consciences that the deplorable conditions in our Government are the direct results of the doctrine of special privilege. Upholds Doctrines of Jefferson "I here remind you that whenever you abandon the Jeffersonian doctrine of ‘equal rights to all, and special privileges to none,’ it becomes more difficult to preserve truth, more difficult to preserve honesty, more difficult to maintain our intellectual and moral integrity, because incentives and temptations to be untruthful, dishonest and immoral are greater. Senator Borah has recently demanded that large campaign contributions be prohibited. Why? Because they purchase specialt privileges. Why not go to the root of the evil, and prohibit special privileges? So long as Senator Borah’s party continues to dispense special privileges, they will be bought in one way or another. Speedy and effective relief must be afforded the farmers of the country. Van Nuys said. “The picture of the distressed conditions of American farmers is reflected evervwhere in Indiana,” he said. '"lf the farmers were forced to liquidate their indebtedness today it would break every country bank in the State.” Van Nuys pledged the Democratic party to a cooperative marketing law, saying that agriculture had been denied the right of collective bargaining enjoyed by capital and labor. Referring to the McCray administration Van Nuys said there never before had been written into Hoosier history such a record of brazen dls regard of public trust. “McCray's record as Governor for Indiana is a veritable trial of broken hearts and broken homes. ’’ he said. An unsuccessful attempt has been made by Republican leaders to shift responsibility for increased expenditures and the burden of taxation, Van Nuys said. lla-n't Blame Dollar “If the politicians in the Statehouse had exercised the same degree of economy as that exercised by nonpa-ctar boards of trustees there would have been saved to the people r.f Indiana the sum of $3,600.00f in 1923," he declared. The Republican party. Van Nuys declared, has deserted Its time-hon-ored principles of religious and racial freedom for the benefit of Ed Jackson, the party nominee, Van Nuys pledged the Democratic party to the constitutional guarantees of religious freedom, and closed with reference to the “incomparable records written into Hoosier history” by Democratic lsaders.

Any government that is to maintain the respect of the w-orl, and of its own citizens, must have a good character, just as an individual must have a good character to command the respect and confidence of his fellowmen. It has been said that, ‘An honest man is the noblest work of God.’ Evolutionists deny this. But I believe that fundamentalists and modernists can unite on the proposition that an honest government lithe noblest work of man. No government can be called honest that fails to uphold equality of rights of individual citizens, or permits citizens generally to be taxed for the benefit of a favored few. That is contrary to the principles of equality that are proclaimed in the bill of rights of every constitution of American States. Must Be Progressive “But, someone suggests, we must be progressive. Certainly we must, but there are some things that do not change. Human nature is one of them, and the principles of honesty and morality are others. You can build aeroplanes that Jefferson may never have dreamed of; but unless. you build them with Jeffersonian honesty, you probably will be responsible for the death of those who use them. You can advance to vast development in the use of petroleum, but if you adhere to Jeffersonian morality you will never come under the shadow of Teapot Dome. “Be not deceived. It is not honesty in public and private life, but dishonesty, that checks the revolution of the wheels- of progress. It is not honesty, but dishonesty, that impedes and turns from proper channels the natural processes of business. It is not honesty, but dishonesty, that puts barriers in the way of individual opportunity. It is not honesty, but dishonesty, that relards the development of our great resources for the welfare of the nation. We learn slowly, and usually by sore experience. But, in the ; words of Lincoln, ‘you cannot fool all the people all the time,’ 'ar.d we 1 have come to a period of awakening. Today any man who will put his ear to the ground will hear the gathering volume of the cry of the discouraged, disheartened, despairing men and women of this land. Their cry is, ‘Let me go back to the honesty, the economy, the morality of Thomas Jefferson.’ And in the nam'e of democracy, I would coun sel you to raise your banner here and now, and inscribe on it the answering message, ‘to Jeffersonian democracy let us go.‘ ” ABEL CHARGES NOLLED Liquor Case Against Former Prohibition Chief Dropped. A case against Robert H. Abel, former Indianapolis prohibition group chief, charging violation of Federal prohibition laws, was nolled upon motion of Homer Elliott, United States attorney, examination of Federal Court records revealed today. The indictment waa filed against him Dee. 22, 1922. He was arrested Jan. 17, 1922 The Government was unable to make the case against Abie because only one witness, Horace Lyle, colored, testified. Abel's defense claimed that Lyle’s testimony was given because he was a disgruntled employe of the prohibition repayment. Lyle testified he had sold whisky confiscated by the Government for Abe}. A beetle thousands of years old was found perfectly preserved among the wrappings of an Egyption mummy.

TECH HIGH CELEBRATES Execution of Title of School Grounds Commemorated. Supreme day, anniversary of the day on which the Supreme Court authorized execution of the title of the Technical High School grounds to the school board, was celebrated by the school Wednesday. A band concert, presentation of “The Bohemian Girl,” and presentation to the school by students of a picture of Milo H. Stuart, principal, marked the day. Child Hurt in Crash Carl Gruelle, 827 Oxford St., is under arrest today charged with assault and battery. Police say he was driving north on Capitol Ave., when an auto driven by Robert Runyan, 221 W. Twenty-First St., came out of an alley. The cars collided and Evelyn Runyan, 7, who was standing on the running board of the auto was thrown to the pavement, injuring her back and head. She was taken home. Blind Association Elects W. T. Shannon, Indianapolis, is the new president of the Indiana Association of. Workers for the Blind which hejd its annual meeting at the Y. W. C. A. Wednesday. The convention dosed today with an inspection trip to the State school for the blind. Robert B. Four Arrested in Raid Four were, arrested Wednesday when Lieut. Cox and squad raided a house at Ashland Ave. Chester Williamson, 34, George Yocum, 61, and Luella Stephens, 22, are charged with contributing to neglect of children. Williamson and Yocum were also slated on the charge of operating a blind tiger. George Sprankle, 63, of 1026 Hamilon Ave., is heid on a vagrancy charge. Corner Stone Is Opened A copper box containing a Bible, copies of rules and roster of the Columbia Qlub of 1909 and copies of addresses made when the cornerstone of the club building was laid, was uncovered Wednesday by workmen engaged in wrecking the old building on Monument PI.
