SNOWDEN, BRITISH HERO, OWES IT TO BICYCLEACCIDENT Was Converted to Socialism While Suffering in Bed — Now Heads Exchequer, By KEA Service LONDON, May 20. —Exhibited by Tory orators as a terrible hobgoblin who would wreck the credit, business and finance of Great Britain, Philip Snowden is today blessed in a million British homes as the V,ringer of the cheapest breakfast table the kingdom has known since the outbreak of the great war. And in an essentially conservative country like this, it’s some triumph for the first Socialist chancellor of the exchequer in the history of Britain. Tears ago Snowden wrote a book on “The Socialist Budget.” Later, in speeches, he didn’t shirk the issue. He was not afraid to say he favored a capital levy on great wealth in order to wipe out staggering national (debts. But when, as chancellor, he came to build his first Socialist budget, he didn’t attack the classes at all. Instead, he favored the masses. He took half the taxes off of tea, coffee, cocoa and sugar. At once, all the grocers in the kingdom, not waiting until his proposals
PHILIP SNOWDEN were formally enacted into law, cut the prices of tea, coffee, cocoa, sugar. crackers and preserves. A fervent temperance advocate, he reduced taxes on soft drinks. An advocate of cheaper rents, he cut out the tax on inhabited houses. Known as Bogey In the Tory clubs, the fat boys are rubbing their eyes and wondering whether they are reading aright. For years this Snowden has been a bogey. His figure has been well known all over the kingdom—a small slender man, badly lamed, walking painfully with two sticks. His face is pale and there are lines that pain has carved there. His lips are thin, compressed and severe. His brow is noble. His jaw that of a fighter. His eyes are clear blue. They can he cold as an iceberg or light up like a summer sky. Lacking in florid eloquence, he possesses to an eminent degree the gift of lucid .statement. When Snowden sets forth a thesis, there is no excuse for misunderstanding. He's one of the biggest men in the Labor Socialist party and it is all due to a bicycle accident which, seemingly ended his career. Instead it began it. Snowden was born sixty years ago in a Yorkshire cottage, his father being a weaver. The boy got a good education, the family making sacrifices so he might obtain it. He rewarded their toll by passing a brilliant examination and securing a position in the British civil service in the customs department. In the ordinary course of events he would have led the routine life of a civil service servant, slowly being promoted and retiring with a pension after a certain period. But the bicycle accident made him give up his job.
Becomes Socialist Confined to his bed for a longperiod, Snowden sought surcease from pain by intense application to books. 'When he finally got up, lame for life, he was a firm believer in Socialism. He threw himself with devouring energy into journalism and politics. He became one of the leaders of the Independent Labor party. He ran for parliament and sat for Blackburn from 1906 until 1918, when he was finally defeated because of his pacifism during the war. He came back to parliament for Cblne Valley in 1922. The leading taiget erpert in his party, it was inevitable, when the Socialists took hold of the government, that Snowden should have charge of the treasury department. His speech setting forth his first budget broke all records because of one circumstance — he was listened to by six former chancellors, all of them in the present House of Commons. They were Austen artd Neville Chamberlain, Sir Robert Horne, Stanley Baldwin, H. H. Asquith and Lloyd George. And regardless of party, all of them congratulated him when he completed his speech.
