FILIPINO PATRIOTS IN INDEPENDENCE PLEA TO STATES Island Leaders Determined to Have Congress Press Action on Bill. Tim< 8 Washington Bureau, 1322 Xcw York Ave. WASHINGTON. May 19.—The decisive battle for the independence of the Philippine Islands is now on. “I do not intend to go back home until our status is definitely fixed, one way or another,” Manuel Quezon. president of the Philippine Senate has announced. He arrived from Manila recently to take command of the Filipinos’ siege of Congress. Other native officials now in the Capital helping direct the bombardment are Speaker Manuel Roxas, of the Philippine Lower House, and Senator Sergio Osmena, ex-Speaker of the House. Gen. Emilio Aguinaldo. who as a young man twice led Filipino insurrections, but now a real friend of the United States, is expected here later on. “Os course, what we want is immediate independence,” Senator Quezon said, “but, with very slight modification, we will accept the provisions of the bill introduced by Congressman Louis W. Fairfield of Indiana, chairman of the Insular Affairs Committee of the House. Own Constitution “This bill, as reported by the committee, provides for a constitution of our own ;complete self-rule for twenty years under the American flag as a ‘Commonwealth of the Philippines;’ a native governor and our own machinery of Government. And finally, at the end of this period, full independence is automatically provided for. “Our principal objection to the Fairfield bill is that we feel twenty years is too long. Originally it was thirty years, which was like rewarding a child with the ultimate promise of heaven. “We like the provisions of the Fairfield bill, all save the twentyyear clause, and we shall fight to have this changed.” Congressman Fairfield has little hope of getting his bill to the floor of Congress before adjournment for the political conventions. “If Congress takes a recess over the conventions,” he said "to convence afterwards for a summer session during July and August, my bill is likely to come up. Otherwise I’m afraid the docket is too crowded.” Want Action Filipino leaders, however, are doing their utmost to get action on the bill before the June adjournment. They have backing in both parties, but the short time is against them. “If we fail to get action at this session of Congress,” Senator Quezon said, ‘ we shall seek to have definite independence planks inserted in the platforms of both parties at the conventions.’” “How long, then, do you expect to remain in this country?” the doughty Filipino leader was asked. “Until I can carry back with me to the Philippines this country's definite offcial ’yes’ or ‘no’ to our independence," he replied. At the hearings before the Insular Affairs Committee it was pretty generally agreed that uncertainty over the island’s future militates against their present prosperity, since capital is notoriously timid about settling in a country whose government is unfixed and liable to radical and sudden change. Sentiment on both sides of Congress, therefore, is that a definite status for the Philippines should be fixed at the earliest possible time.
