NEW JAP TREATY TO BE EXPEDITED BY BOTH NATIONS Drafting to Start When New Date for Exclusion Becomes Law. By United Press WASHINGTON. May B.—Negotiations will be opened here and in Tokio for anew immigration treaty between the United States and Japan as soon as both the Senate and the House have formally approved President Coolidge's compromise plan on the Japanese immigration question and the President has signed the bill. Although Senator Reed, Pennsylvania, who was in charge of the immigration bill in the Senate, and Representative Long worth. Republican leader pf the House, predict the conference report, embodying the Coolidge compromise, will be adopted by both houses in a few days bitter opposition is expected from supporters of Japar?se exclusion. Nino months will be allowed —under the proposed extension of the effective date for Japanese exclusion to March 1, 1925 —for the negotiation of a treaty and its approval by the Senate. The eleventh hour decision of the conferees to extend the time to this date came with dramatic suddenness after President Coolidge had called congressional leaders to the White House. Both American officials and Japanese diplomats believe the nine months now provided will be sufficient time to work out a treaty. The principal question is believed to be whether the approval of the Senate to the treaty can be obtained in time and this is understood to have been the reason for the longer period proposed in the President's original plan.
