COOLIDGE’S PLAN' TO SOFTEN BLOW TO (APS UPSET Remote Possibility Hughes May Resign Because of Congress’ Act. By A. L. BRADFORD United Press Staff Correspondent WASHINGTON, May 7.—With the Japanese immigration question more serious with each development. President Coolidge and Secretary of State Hughes today were confronted with the rejection by the Senate and House conferees of the President’s compromise plan to soften the exclusion blow to Japan. Mr. Coolidge and Hughes are expected to decide very soon what course is to be followed, following decision of the conferees to make Japanese exclusion effective July 1. as provided in the House bill, and thus overriding the President’s proposal to extend this date to March 1. 19:16. No Time for Treaty The plan was to have given Secretary Hughes and the Japanese government sufficient time to negotiate a new treaty barring Japanese from the TJnited States to replace the exclusion law. The following courses were discussed by observers tdoay as possihilii ies: 1. Hughes to make an eleventh hour effort to negotiate a treaty with Japan In time for it to be approved by the Senate before expected adjournment Early in June. This seems virtually impossible. Hughes also might go ahead with the negotiation of a treaty Which would replace the impending taw under a plan for the President to submit it for the approval of the Senute when Congress meets again next December. Hughes May Resign H 2. The Administration to do nothing end simply accept the present situation. 3. Hughes to counsel President Coolidge to veto the exclusion bill when it reaches the White House which, however, might prove to be futile in view of the virtual certainty that Congress would repeat what already has been done. Finally there is the remote possibility that Hughes might resign as Secretary of State because of the repudiation by Congress of his position on the Japanese question. At least up to the present development, however, it can be stated authoritatively that Hughes has had no intention of resigning, taking the view that he is not responsible for the actions of Congress.

HERMAN FOX DAVIS Herman Fox Davis, former attorney and detective, today boasts that he helped Grover Cleveland Bergdoll escape after a prison sentence had been imposed upon the rtotorious draft evader. “I'm the man who outwitted Newton D.
