GRONINGER BEING MENTIONED FOR DTILITYPOSITION City Corporation Counsel Said to Be in ‘Receptive Mood.' Taylor E. Groninger. city corporation counsel, was being mentioned today in political circles as a possible successor to Oscar Ratts, vice chairman of the public service commission. Ratts’ term expires May 1. Although the city official has macle no outward move to land the Statehouse job with a salary of $6,000, it is known that he is in a “receptive mood,” according to his friends. Oronlnger occupied the center of public attention during the city's fight against the water rate increace petitioned for by the Indianapolis Water Company. Whether Ratts will be re-appointed is a matter pending the decision of Governor McCray. It is understood that he is favorable to re-appointment. Ratts came from Paoli to Indian apo'.is first as State Senator and later as Republican whip of the Senate. Opposition to Ratts has developed, however, principally because of the commission's water rate order which he wrote. The order Increased revenue $200,000 a year. Os this increase, the city of Indianapolis will pay ap proximately 50 per cent, or SIOO,OOO. Ratts states that he Is making no effort to obtain the re-appointment. Some opposition to Groninger has developed, it is pointed out. State political influences are opposed to the appointment of an Indianapolis man to the public service commission, it Is said, while Groninger's stand favoring a 7-cent street car fare in the city has divorced some of his local followers. Several candidates for Governor, both Democratic and Republican, have announced war on the "majority sac tion” of the commission of which Ratts is a member. Whether this an tagonism will reflect in the decision of Governor McCray was still a nebulous issue.
