RICHARD L. TALBOT FHHERALTHURSDAY Vice President of Creosoting Company Dies Tuesday. Funeral services for Richard L. bot, 58, who died Tuesday night at his home, 3068 Washington Blvd., will be held at 10 a. m. Thursday at Christ Church. The Rev. A. B. Stanley will officiate. Burial in Crown Hill Cemetery. Mr. Talbot was a native of Indianapolis. He was six years vice president of the Republic Creosoting Company and had been with the company twenty years. He was formerly connected with the Standard Oil Company of Indiana. He was a member of Christ Church. Surviving are the widow, Mrs. Una C. Talbot; a s.ster. Mrs. Nannie E. If Albert B. Anderson, judge of the United States District Court of Indiana, should be named to succeed the late Judge Francis E. Baker on the United States Circuit Court of Appeals and should accept the appointment. theue would no dearth of candidates for his present position. From all parts of Indiana. Republican lawyers and judges are being suggested. It is believed that a man from northern Indiana will have the best chance of being named. It is in this section that the Hickev bill, which would create another Federal Court in Indiana, originated and has found its most ardent supporters. The Republican strength lies largely in this section, a factor that those familiar with the situation say cannot be overlooked with a State an! presidential campaign only a few months away. Hickey Bill’s Fate In addition there always has been strong opposition from the State at large to selection of an Indianapolis man, the old story of the political antagonism usually directed by a State against its largest city. In the event a north State man is named, it is believed the Hickey bill will fade from sight immediately. Although its backers have done a great deal of talking about anew court’s expediting business, it generally has been recognized that the real motive was to get certain portions of the State from under jurisdiction of Judge Anderson. Personal antagonism to him came to the fore when the bill was discussed in the House of Representatives. Anderson to Washington Judge Anderson will leave tonight for Washington on subpoena by the Senate judiciary- committee which will consider the Hickey bill Thursday. It generally is conceded that Judge Anderson can have the appointment to the Circuit Court of Appeals If he will accept it. Senator James E. Watson and Postmaster General Harry S. New are said to be in favor of his appointment and it is well known that Senator Samuel M. Ralston always has been an ardent admirer and close friend of Judge Anderson and will support him actively. It is understood That piliott could have the backing of Postmaster General New. Appointment as district attorney was made through New’s influence. Hutchinson Republicans of the Fifth District probably will urge appointment of J.udge Thomas W. Hutchinson of the Clay Circuit Court. Republican organizations in practically every county in the district already have indorsed Judge Hutchinson, presiding judge of the Clay Circuit Court for the past six years and a leading attorney of western Indiana for thirty years. Paul M. Souder of the Cass Circuit Court also is mentioned. Friends say he is a likely candidate for either the position at Indianapolis or the bench which would be created by the establishing of a second Federal court in Indiana. Cor.rad Wolf. Kokomo attorney, is another possibility Friends have started a movement for him. He has been a member of the Howard County bar thirty years. Julis C. Travis of La Porte, associate justice of the ladiana Supreme Court, is mentioned along with Judge Anderson for the appointment as judge of the Federal Court of Appeals. Judge Fred C. Gause of Newcastle, member of the Indiana Supreme Court, was considered a likely selection. Judge Anderson will. not move to Chicago, but will maintain his residence in Indianapolis should he be appointed. he said today. It Is understood that he would reserve chambers in the Federal Bldg, for his own use. He probably would use the suite in the east end of the second floor, adjoining the old Circuit room. Tbe suite is a duplicate of the one now used by him. According to Washington dispatches opposition to his selection has arisen in labor circles.
