NEW METHODS IN TURKEY FORECAST BY LLOYD GEORGE Former Premier of England Says Fall of Caliphate May Mean Entrance Into Western World Mohammedanism as Militant Religion Possible. The empires of the Hapsburgs, the Hohenzollerns and the Romanoffs that had survived even the Napoleonic cyclone and the typhoons of 1848, came crashing to the ground in the Great War, The Caliph and his Caliphate, which has stood for over 1,000 vears. were shaken by the same convulsion and now they have both fallen. How many more of the t stately trees of our old civilization have had their roots so loosened in the soil that they ilso will come down in the next storm? We are not yet at the •nd of the devastation wrought by the World War in the human forest.
The Caliphate, held by Ottoman sovereigns for hundreds of years, disappears from Turkish soil by an act of the Turkish Parliament. The last wearer of this once formidable title is now an exile in a Swiss hotel. The Arabs of the Hedjaz and Transjordania have proclaimed King Hussein Caliph. The Caliphate, or at least a fragment of it, thus returns to the gifted race that founded it and maintained its glories and its terrors for so many centuries, befoK£ it was wrenched out of their hands by the barbarians who descended upon their empire from Central Asia. What will be the consequences of this dramatic step on the part of the Angora Assembly? There is general agreement among experts and publicists who have written on the subject that the effect will be profound and far-reaching, but none of them has condescended to particulars. Tt depends on the view taken of the Caliphate, its power and its influence in- the Mohammedan world. Does it any longer represent a reality or was it merely a portentious name? Had it any vitality left or was it effete? Caliph Ls Unique The Caliph is nominally commander of the faithful. Does he in fact command the hundreds of millions who profess the Mohammedan faith? Ts he does, or did, then the abolition of so exalted an office or the transference of its powers might indeed have incalcul- j able results. Although there have been sover- i cigns who exercised spiritual func- j tions. there has never been anything' that quite corresponds with the position of Caliph. The King of England

lis defender of the faith. As such, his powers are very considerable. Henry ' VIII was a commander of the faithful and woe betide those who disobeyed his commands. His power was greater than that of the Caliph. The latter can alter no article of the Mohammedan faith. Henry made such changes as he willed. The King of England appoints all great dignitaries of the established church. But in Mohammedanism there is no priesthood. The influence of the Caliph must therefore be of more mystic character, and is, for that reason, all the more powerful. What is it and how can it be defined? Meaning Is Obscure It is difficult for any one who is not a Mohammedan to comprehend what the Caliphate means to a Mahammedan, because the organization of Mohammedanism is essentially different to that of the Christian churches. I therefore sought for an explanation from one of the faithful. Two years ago, it was my duty, as prime minister, to receive a deputation. sent by the powerful Caliphate Association of India to present to the British government the case of the Indian Mohammedans in the Turkish treaty. Its case was presented by one of the most brilliant and successful lawyers at the Indian bar. Mr. Mohamet All. I make no apology for publishing an extract from his luminous speech. “Islam has always had two centers, first a personal one and the other a local one. The personal center is the Caliph, the successor of the Prophet. Because the Prophet was the personal center of Islam, his successors.

Since the world still relies on force, the Khalifa can not dispense with temporal power. . . . The standard of temporal power necessary for the preservation of the Khalifate must obviously therefore be a relative one.” T then asked Mr. Mohamet Ali whether the Caliphate was hereditary. His answer, for so devout a Mahammedan, is brutajjv candid: “That is a point which will clear up the whole question of the Khalifa. "Hidden Hand” Suspected Wliat will become of the Caliphate? j Will the Arabs regain control of this I sacred office? Continental Anglo- | phobes are already alarmed at that possibility, and they suspect the “hid- | den hand” of England. But there is : another possibility and It is full of ! meaning for the conscience of man 1 kind. The Caliphate may be severed altogether from temporal power. > Christianity has emancipated itself from state control in the whole of the , North American continent, in the i British dominions and in France. Turkey has now Initiated the policy of | disestablishment amongst Mussult uvuib. It may end In the conversion |of the Caliphate into a papacy--a purely religious and spiritual authority. No Arab king can fill the plaqe va cated by the Turkish Sultan. Mohammedans may therefore turn their thought toward a purely spiritual chieftainship. This might change the whole aspect of Mohammedanism. It might re-energlze it and set It once more on the move. It has ceased to be a propagandist creed for many centuries. NORTH SIDE THIEF EVADES CAPTURE / F, W, -Boyle, Chases Prowler Two Blocks, The north side burglar who has been active for the past few weeks is still at large, after, police believe, narrowly escaping capture Friday. F. W. Boyle, 2037 Central Ave., chased a man two blocks after discovering him in the front yard of his home. Police said the same burglar broke a rear window in the home of C. F. Austin, 2216 N. Delaware St., but did not take anything. Charles Rector, operator of a drug store, at 1219 Kentucky Ave., reported theft of S2O from the cash register and $75 worth of cutlery. Miss Elizabeth Thomas, 130 E. Pratt St., reported theft of a purse containing SSO, in a downtown store. A load of lumber valued at $l5O was stolen from the loading yard of the Capitol Lumber Company, 1712 W. New York St.
