'LAND OF FREE’ FOR WOMEN, ONLY BEYOND ROCKIES West Assumes Leadership in Granting Measure of Economic Freedom, Times Washington Bureau, 1322 New York Ave. 'WASHINGTON, Jan. 25. To womap, the "land of the free” exists only beyond the Rocky Mountains, ft’he West has assumed leadership again, this time in granting at least a measure of economic equality with men to its women, according to women’s organizations here. They say that Wisconsin takes the lead with her sweeping State law declaring that women shall have the same rights and privileges under the iaw as men, in all respects. California ranks next with a mui titude of equality laws, enacted one Ly one, in its gradual progress toward complete recognition of woman. California is the only State in the union with a provision in its constitution forbidding disqualification of #uny person from any business or profession on account of sex. Community Property Law Eight States hawe a community property law. In California, the wife is permitted to will away one-half of the community property. The inheritance tax on her share of the joint wealth is removed. The wife Is also allowed complete control of her separate property. However the wife may not contract any debt against the joint holdings, while the husband may, and she has more •lifficulty in getting her share proated than the husband has. Women are joint guardians with the husbands of their children. Both man and woman must support an illegitimate child. Both must consent before a child can be legally adopted. Each nwes “respect, fidelity and support" to the other. Grounds for divorce are" 1 equal and there is no discrimination as to who shall receive any children. Women May Bring Suit

Women may sue or be sued withoutjoining the husband, and may therefore recover damages for injury to self or husband. The damages when re covered, however, are considered com •nullity property, but this is true of die husband as well as of the wife. But the husband has the right to Sx the place of domicile for himself and his wife and he also has a right to collect his wife’s earnings either within or outside the home, both of which rights are too much for him. the equal rights campaigners say. MAN IS SUED FOR DEATH OF FATHER Son Wins SIO,OOO Case From Brother Who Wrecks Automobile, WHITE PLAINS. N. Y.. Jan. 25. A suit in which a brother demanded damages from his brother for the seath of their father in an automomile accident, was decided by a jury, when it awarded 55.000 damages in favor of Hams Sussman against Julius Sussnian of Kew Gardens, L. I. Harris Sussman sued as administratoi of the estate of his father, the late Samuel Sussman, 72 years old, a retired resident of N. Sixth Ave., Mt. Vernon, for SIO,OOO damages, alleging that Julius Sussman, owner of the automobile, was liable for damages for the death of their father. According to Maurice Zuckert, counsel for Harris Sussman, Julius Sussman was driving several members of his family, including his father, from Mt. Vernon to Norwich, Conn., to attend a family reunion, on July 22, 1921. At New Haven he turned the wheel over to his wife, Irene, who, according to witnesses drove the machine at an excessive rate of speed over the protests of the people in the car, including the dead man. At Westbrook the car hit a curve and went over into a heap of sand. Her husband, the defendant, who sat alongside of her. grabbed the wheel and turned it suddenly back into the roadway, causing the machine to turn turtle. The father of the plaintiff and defendant was so badly injured that he c_3d three days later in the New London Hospital. Tho witnesses for the plaintiff were the wioow. another son, Maxwell Sussman. and a daughter. Etta Sussman. The defendant did not take the ?taad. Counsel for the plaintiff raised dm unique point that it was the duty if Harris Sussman, as administrator, cc enforce liability against his brother, who was charged with negligence, and Supreme Court Justice Albert H. F. Seeger, before whom the action was tried, decided that it was a ciaim in behalf of the estate, which required judicial determination. Justice Seeger held that as the owner of the car was In the machine, sitting with the driver, his wife, and as it was indicated that the combination of high speed and the grabbing of the wheel by the owner, caused the car to turn over, the action was one for the Jury to pass on. \ Still Barhering at 94 SOURBRIDGE, Eng., Jan. 25. Edward Williams, village barber of Wollaston, near here, is 91. But he still prides himself on the steadiness of hia “razor arm.” Friends hale him as the dean of England’s tonsorial artists.
