Dec. 13. —An unexpected visit by Premier Baldwin to Buckingham Palace today caused excitement in political circles. More than 1,000 automobile licenses were sold at the Statehouse Wednesday, the first day for issuance of 1924 plates, it was reported, said H. D. McClelland, manager of the Automobile Bureau, today. One the same day in 1922 only 406 were sold.

Plead and Pay New System Police Preparing to Enforce New Traffic Violation Fine Measure Effective Dec. 21.

P r ~~j OLICE are preparing to enforce the new ordinance providing a i___j schedule of fines for traffic violations when the offender elects to plead guilty. The ordinance, providing for fines of $2, $3, and $5 for first, second and third offenses will be effective Dec. 21. Councilman Otto Ray is author. Police will discard the "sticker” system for a plan whereby offenders will have a tag wired to automobiles. The officer will tear off a stub with a corresponding number on the tag. and when the motorist appears in court the number and the offense will be checked.
