MOTOR LICENSE LAWCONTESTED Ed Jackson Attacks Validity of New Statute. Validity of the new State automobile license law, increasing license fees from 66 2-3 to 300 per cent, was under question today Secretary of State Xd Jackson announced he would act to prevent collection of increased fees when the sale of 1924 plates begins Wednesday. Jackson will ask Attorney General U. S. Lesh for an opinion as to the constitutionality of the act. The new law increases fees on Ford automobiles 66 2-3 per cent and on some of the heavy enclosed types 300 per cent. Jackson opposed the license increase when the Legislature placed a 2-cent tax on gasoline. Collections from both sources would go to the highway department for roads. The gasoline tax, it is said, will be sufficient for all needs of the highway commission. Directors of the Hoosier Motor Club were to meet today to aid Jackson in his fight against the statute. The fact the title of the act mentions two subjects is taken by many as the basis for a strong fight on constitutionality. STATE POSTAL MEETING Appeal for Salary Legislation Is Planned by Employes. An appeal to Uncle Sam through the public for higher salaries and better working conditions will be made by Hoosier postal employes at a mass neeting at 8 p. m. Saturday at the Denison. Letter carriers, postoffice clerks and railway mail service employes will attend. Frederick E. Schortemeler, secretary of the Republican central committee, will speak. Alvery W. Leary is today president of the National Federation of Postoffice Clerks. Indianapolis branch. Other officers elected Sunday: Harry Russell, vice president; Arthur R. COUNCILMAN IS WOUNDED Bandit Shoots RushviUe Man During Attempted Hold-Vp. By Tim e Special RUSHVILLE. Tnd., Dec. 10.—Rush County authorities continued their search today lor a bandit who shot and seriously wounded Luther C. Sharp, city councilman, during an attempt to hold him up as he was Closing his meat market Saturday night. Sharp was shot in the abdomen. Physicians say they are not so hope ful of his recovery after Sharp spent i restless night Sunday. Army-Navy Club Revival Army and Navy officials in Indianapolis have launched a move for rejuvenation of the Army and Navy Club of Indiana following a banquet Saturday night at the Lincoln. More than 200 attended. Speakers urging the club included Gen. Dwight E. Aultman, commandant at Ft. Harrison: Gen. Harry B. Smith, adjutantgeneral of Indiana, and Col. Lemuel Bolles, national adjutant of the American Legion. Meetings are planned once a month, Stephen Nolan, president. announced. QUARTET IS INVESTIGATED Four in Custody Afier Police Give Pursuit. Four alleged auto thieves, after attempting to run over Sergeant McClure at Howard and Reisner Sts., early today were taken into custody by Lieut. Cliff Rickter, who overtook tho escaping quartet when their machine overturned at 2000 E. Belmont Ave. None were injured. The men gave names as: Joe Gordon, 20,-1222 Lee St., charged with operating a vehicle while intoxicated, driving without lights and speeding, held on a high vagrancy boffd; Clarence Wulson, 32, and his wife, Mata j Wilson, 26, of 517 W. McCarty St., for Intoxication and vagrancy, and John Toungerman, 30, of 20 W. Pratt St., for vagrancy. A certificate of title showed the car to belong to W. D. Hill, care of Berterman Bros. He could not be located. The car was badly damaged. TEXAN IN AUTO INQUIRY Ownership of High-Priced Machine Probed by Police. Jack O'Brien, 32, Dallas, Tex., Is under high vagrancy bond while police Investigate ownership of a highpriced automobile. O’Brien told Sergt. Dan Cummings he rode to town with a man he met near Columbus, Ohio, and was to meet tho man later. At a garage at 12 N. Senate Ave., F. D. Sample, night manager, said a hotel porter, accompanied by a man who talked as if he owned the car and who said he was a stranger, drove the car to the, garage. The Panama Canal Could Not Be Built Until a Supply of Pure and Wholesome Water Was Installed in the Cities of Panama and Colon A Canal across the Isthmus, connecting the Atlantic and Pacific Oceans, was a dream of one Nation after another, from the early Spanish explorers to the French in the last century. Each was defeated because sanitary science lagged behind engineering skill, and because Yellow Fever and Malaria were stronger than human ingenuity. A Great Engineering Triumph Was Achieved by the United States, not alone because of engineering and mechanical shill, hut because General Gorgas was able to fight hack the great epidemics that had defeated the project before his time. Before the advent of the Americans, Panama and Colon were without public water supplies and sewer systems. Water for washing and similar purposes was collected in cisterns during the rainy season, and drinking water was brought in from wells outside the town in buckets, Jiarrels and other crude conveyances. Groups congregated around the water wagon, and in time of scarcity a whole family had to he content with a few cocoanut shells of water for a day. Men died by the thousands, until it was said that one life was sacrificed for every tie laid in the Panama Railroad. / Adequate Supplies of Safe Drinking Water, modern sewage disposal, and mosquio control, saved the lives of the men who worked under General Goethal’s direction, and the job was done. The Americans realized that the eradication of Yellow Fever and Malaria were dependent upon the introduction of modern water supplies in the Cities of Panama and Colon . and at other points along the Isthmus. The most effective sanitary demonstration ever known in connection with a tropical locality changed the Canal Zone from one of the most unhealthy places in the world, to one of the healthiest.
