SKYROCKETING TAX ON CITY PROPERTY IS SHOWN BY U. S. ncrease of 171 Per Cent in Five Years Noted in Census. Indianapolis has suffered a greater increase in property tax burdens in the last five years than any one of six comparative cities for which financial statistics were issued today by the Census Bureau, a Washington dispatch stateYet, the property tax burden in Indianapolis is less than in three of the six cities, which indicates that until 1917 Indianapolis had a comparatively economical government. The six cities mentioned are Indianapolis, Denver, Portland (Oregon), Jersey City, Rochester and Milwaukee. The population in these cities is nearest to that of Indianapolis of any cities for which statistics are completed. Indianapolis had a property tax burden —the amount every man, woman and child would pay if the total were evenly distributed —of $36.99 in 1922, of $15.50 in 1917 and of $14.05 in 1914. / Tax Increases 171 Per Cent Portland’s figures were $27 14 and $22.26 and $21.24. Denver’s figures were.£32.B2 and $lB 82 and sl7. Jersey City were $39.76 and $18.56 for 191 T. Rochester’s figures were S3S and $20.22 and $18.24. Milwau kee’s figures were $40.26 and $25.06 and $18.84. The Indianapolis tax burden incased from 1917 to 1922 by 171 per i ent. Jersey City’s increase was 126 cent and Rochester’s 117 per cent ; -crease. The other increases were nueh less. A city must get its money from ' txcs. receipts of public service enerprises or through incurring debt. Consideration of tax burden therefore must include consideration of debt or whether the city is paying its way or borrowing money. Permanent Improvements The per capita debt in Indianapolis was $73 in 1922 and $23.43 in 1917 and $18.19 in 1914. Portland’s per capita debt was $94.61 and $82.30 and $70.34. debt was $118.94 and $88.12. Rochester’s was $77.61 and $52.72 and $46.72 and $46.61. Milwaukee’s debt was $66.97 and $45.64 and $34.57. The “outlays” in Indianapolis or the amount invested in such permanent improvements as schools and other necessities were in part responsible . for the increased expenditures and the increased taxation. Indianapolis had per capita outlays of $26.49. The other cities were as follows: Portland, $17.38: Denver, $9.18: Jersey City. $13.73; Rochester, $27.93 and Milwaukee, $17.48.
