NO WORD HERE OF RAILPAY BOOST Increase of 1 to 2 Cents an Hour Is Granted. !,ocal railroad officials stated to-lay they had received no official notification concerning the report from the United States railroad labor board that wages for clerks, station forces, lock, warehouse and platform freight handlers and similar employes of thirteen lines would be increased 1 to 2 < ents an hour. According to the dispatch, the Chicago, Indianapolis & Louisville and the Illinois Central lines were included. A provision in the decision states ' the sum of the Increases granted to the employes in each section shall be distributed by Joint action of the representatives of the carriers and of the employes in such a manner as to bring about just and equitable rate3 for ihe employes in each of the various sections for which the increases ore provided.” RHINELAND FORMS SEPARATEREPUBLIC (Continued From Page 1) * that the separatist revolt was premature. It was understood at first that Herr Smeetß and Doctor Dorten, who have all along been the recognized leaders of the Rhineland movement, had not authorized yesterday's proclamations. At Aix-La-Chappelle. the most Important of the Rhineland cities seized, the proclamations posted about the city were signed by Leo Deckers and Dr. Guthardt, more or less independent separatist agitators. Dr. Mathies, who has been approved as provisional President of the first Rhineland republic, is reported by French sources to have formed a pro visional government at Duren. This would seem, to indicate the recognized leaders of the separatist movement were with those who startea Saturday’s coup. So far comparative calm has marked the progress of the separatist revolt. French sources reported an unimportant clash of troops and separatists at Mayence at dawn today, after which the revolters wetje reported to have withdrawn temporarily to the outskirts. Billboards Are Used
Men with buckets of paste and posters proclaimed the republic scattered through the city and soon every bill board and wall flaunted a toldly inked proclamation. Red, green and white ensigns went I up on the principal buildings and those Germans who had gone to bed within the Greater Reich, awoke to | find themselves in anew republic. First direct reports to the Strese- ! mann government indicated the separatist uprising was confined to Alx. Later, from French sources, reports of similar successful coups by. Rhinelanders' in other towns and cities the famous old river that i marks Germany’s western frontier came in. * Long a Nightmare The Rhineland republic has long! been a German nightmare. Ever since I the World War there has been an agitation from two sources for a break : from the Reich. Hand-in-hand with the growth of! this separatist move from within came a desire in France for creation of a “buffer” state between France and Germany. The Bavarian government delivered anew affront to the Reich today by administering an oath of allegiance to the state to Bavarian troops under command of General Von Lossow, former state dictator for the federal government and now Bavarian mil-: itary commander. Administration of the new oath was considered to have completed the "kid- ] naping” of federal troops by Bavaria. SEPARATISTS IN CONTROL Coup Engineered by Dr. Dorten Meets I Little Opposition. By United Press MAYENCE, Oct. 22.—Separatists! were in control of all public buildings , hero today. Proclamations were posted throughout the city announcing establishment of the Rhineland republic. The separatist movement, long en-! gineered by a strong'party under leadership of Dr Dorten, was proceeding With little opposition. / FRANCE DISCLAIMS BLAME Republic Regarded as Result of German Passive Resistance. PARIS, Oct. 22. —“France is not responsible for the establishment of the Rhineland republic,” Pertlnax, regarded as the journalistic organ of the government, said in a signed editorial today. “France regards the event as the consequence of Germany’s mad course in following out passive resistance to Franco-Belgian occupation of the Ruhr. - "it was this resistance that caused gradual break-up of the power of ths central government in Berlin. “France will treat yith the new state on its merits. “The Rheinish republic must as sume Its full share of reparations.” Dispatches from various points indicated proclamation of the separatist republic would be completed throughout the Rhineland today. , House Surrounded for “Burglar” Police emergency squads surrounded the house at 606 E.
