istration heads failed to tak,e place when Councilman Thompson notified Joseph Hogue, city controller, late Thursday that the council had ordered the 4.5-cent cut in the budget, and would allow one week for departments to cut their own requests. Hogue maintains that the budget was Introduced as an ordinance and changes must come from the council. Meanwhile department heads continued their protests against the 3cent cut in the general fund. They are pinning hope on a conference scheduled between the council finance committee, Mayor Shank and Hogue at 3 p. m. Monday that differences will be adjusted. Chamber of Commerce officials notified Hogue Thursday that changes in the budget were not the result of their suggestion. Hogue again warned today that the proposed cuts of the council would seriously cripple operation of city government next year. A reduction of $279,000 was ordered, including a cut of $186,000- In the general fund.
