CITY DADS STAND - FIRMLY - AGAINST SMOKE ORDINANCE High Salaries and Six-Minute ,Claus| Main Points of Attack. While Edward O. Snethen, president of the Federation of Community Civic Clubs, today urged city councilmen to pass the smoke ordinance without amendment! councilmen again voiced to the measure Two amendments introduced jJiton- • day night by Councilman Wise are understood to remove some of the objections, but it still appeared doubtful whether the ordinance can be passed. Wise proposed to eliminate the advisory committee of five citizens named by the mayor, and to make provisions that black smoke' could'not issue from'stacks six minutes out of each hour. Snethen opposes both amendments, stating the present ordinance was a model drawn after all other city provisions were studied. Difficulty of Enforcement Councilmen Thompson and Ray have attacked the ordinance because they say it is impractical and expensive. Salaries of the chief smoke inspector at $4,000 annually, his two assistants at $2,000 §.nd the-technical committee of three at S6OO each are known to be opposed. “People are led to- believe there won’t be a bit of smoke in the city if this ordinance goes throifeh,*’ said Thompson." "I believe it will be hard to enforce.” Sale of smoke consumers and other equipment to curb the evil are regarded as useless, considering the grades of coal burned in city. Six Minute Provision —Wherever there's smoke, there’s business, and we cannot afford to be too rigid in smoke abatement ordinances,” said Councilman Bemd. “I haven’t read the new ordinance and do not know how I’ll vote. Tills six-minute provision would mean we would have to have a movie man and a stop-watch to enforce th 2 law.” President John King voiced objection to the ordinance. “We have one ordinance on smoke now,” said King. ‘‘The salary provisions of the new ordinance are too high, it seems to me. We cannot reduce taxes, increase salaries, and create new offices.” Councilmen Clauer and Buchanan were out of town and could not be reached. Councilman Bramblett said: “I don’t think much of this theoretic smoke regulation." Councilman Wise, who introduced the measure, backed by the Chamber of Commerce and civic clubs, believes that, with few changes. It can be effective and beneficial to the city. Councilman Claycombe said he was against some provisions of the ordinance, and indicated certain amendments would have to be made before lie approved It.
