‘BLUE SKY’ LAWS INVOKED IN CASE OF PAPERAGENTS Two' Accused of Failing to Register Firm With State Commission, Men giving their names as Maurice E. Schaffer. 28, and William D. Clear}', 32, were under arrest today on charges of violating the State securities law. The men were released on bond of $3,000 each, signed by H. H. Woodsmall, representing the Republican Casualty Company of Pittsburgh. Their cases were continued to Aug. 29 in city court. Bond originally was $5,000. They were, arrested by Detectives Gollnisch and Sheridan and an operative of the State securities commiseion at 2610 N. Meridian St. An affidavit filed by Earl C. Logan, 57 W. Thirty-Sixth St., an employe of the securities commission, ■'that the men were agents for the National Post Telegram Trust Association. It Is alleged they were selling stock units in the association of $1 par value without the association, a common law organisation, having been registered with the securities commission. The affidavit charges sale of units to a "J. E. Shaup,” address not given, “about Aug. 6.” Clear}' said that he was one of the organizers of the association which intends to publish a daily newspaper here. He said he did not know why he and Shaffer had been arrested, as he knew of no law violation.
