FREIGHT TRAFFIC ON MISSISSIPPI RESUMED Power Barges Sail From St. Louis to St. Paul—Carry 100 Tons By United Press ST. LOUIS, Mo., Aug. 17.—Freight traffic on the upper Mississippi was resumed today after a lapse of eight years when the first of anew fleet of four power barges sailed for St. Paul. The barges carry 100 tons on a three foot draft or 150 tons on a four-foot draft. Freight charges are based on a reduction of 20 per cent, on the present railroad rates. ( THIEF AWAKENS SLEEPER Woman Screams as Man Crawls Across Bedroom Floor. When Mrs. Daisy Hosgens, 31 W. St. Clair 4 St:, was awakened at 3:45 a. m. she saw a man crawling across the floor of her room, she told police. She screamed. The man leaped to his feet and jumped through the window, she said. She was unable to describe the man. A brown handbag, containing $2, was missing, it was reported.

GOVERNORS ARE INVITED McCray Sends Bids to Attend Conference at West Baden. Governor McCray today sent personal invitations to the Governors of the forty-eight states and to "the four territorial Governors-General to attend the 1923 Governors’ Conference at West Baden, Ind., Oct. 17 to 19. Gov-ernors-General Leonard Wood of the Philippines, Scott C. Bone of Alaska, Horace M. Towner of Porto Rico and Wallace R. Farrington of Hawaii have been urged to attend. Governor McCray, Governor Gary A. Hardee of Florida and Governor Channing H. Cox of Massachusetts form the executive committee.
