BUCHANAN OPENS FIGHT TO REPEAL ‘GAG^ORDINANCE Chief Said to Have Ordered Police Not to Molest Newsboys, Repeal of the ordinance prohibiting crying of wares on streets under which newsboys have been arrested and threatened by police, will be asked In clyt councir tonight. Councilman Heydon W. Buchanan promised he would introduce an ordinance providing for the repeal. The ordinance was drafted late today by W. T. Bailey, assistant city attorney. Meanwhile Police Chief Herman F. Rikhoff Is understood to have ordered police not to molest newsboys. The order was given to night and day shifts, but is understood not to have been written on police records. Rikhoff said the original order to stop the boys from “crying” their papers was given by a telephone operator who has been warned that repititlon of the act would bring dismissal. Cuts In Tax Levy > "That ordinance is dangerous, and has so many possibilities It ought to be wiped out,” said Councilman Buchanan today. Farther cuts in the city tax levy, cut from $1.3015 to $1,035 by Mayor Shank and Joseph L. Hogue, city controller, were expected to be council when it considered the budget tonight. The mayor Sunday pruned another cent from the general park levy, making it S cents. "We’re going to prune the levy to as near last year’s as possible,” said John E. King, council president. The mayor today considered new reductions. Last year’s levy was $0,947. Safety Ordinances Councilman "Walter "Wise promised to introduce his two ordinances aimed at dangerous rail crossings. One provides for a watchman for the Tibbs Avfi. crossing of the T. H., I. & E. and Big Four tracks, and the other requires trimming of hedges, trees and vines that obstruct views at street intersections. An ordinance asking that $30,000, left the city in the will of the late Mrs. Anna Seegar for for construction of a community house in Rhodlus Park, will be introduced by Councilman Buchanan, he said. Park Board Bonds Again The park board again will ask the city for appropriation of $6,500 to pay Interest on bonds. This has beer the subject of bitter controversy. Four amendments to the city zone law will be up for consideration. The amendments all have passed the city plan commission. They include classifying the district about the Broad Ripple school as residential. University Heights as chiefly residential, transferrring Thirtieth and School Sts., from residential to business and Fifty-Second and Fifty-Fourth St., between Winthrop and Guilford Aves., as residential. Appropriation of $300,000 for street resurfacing under the law enacted by the last Legislature will be asked of the council. The measure has the Indorsement of the board of works. Street repairs included in the $300,000 appropriation include Shelby. Illinois, Thirteenth Sts. and Central Ave.
POLICE ASKED TO SEARCH Ilusband Takes S6OO and Children and Leaves in Auto. Mrs. J. M. Lyon of Evansville, Ind., today asked the police to continue search for her husband. On Sunday afternoon she told the police her husband had brought her to a rooming house at 217 W. Pratt St. and tore her clothing, taking S6OO which she had pinned in her underwear. . When the police arrived at the W. Pratt St. address the neighbors told them Lyffr. had put his three children and baggage in an automobile and drove away an hour before. M. B.
