HUGHES PUTS BAN OF SOVSEt' RUSSIA Statement of Secretary of State Answers Question of Samuel Gompers, By United Netcs WASHINGTON, July 23.—1n anew statement on the Russian question Secretary of State Hughes lays down the policy of refusing to recognize the soviets as long as their leaders strive for world revolution. In a letter to Samuel Gompers, who asked for an authoritative statement of the government's reasons for nonrecognition, Hughes asserted the Russian government is based upon autocracy and the liberties of the people are not protected, even in the new constitution just adopted. But the real obstacles in the way of recogni tion is the soviet propaganda against foreign governments and the failure to protect the rights and property of foreigners within soviet jurisdiction. Russia’s obligations to the United States remain repudiated, American property in Russia has been confiscated without prospect of indemnification, and there is no Indication the policy of confiscation is at an end, Hughes said. "What is most serious,” he continued, “is there is conclusive evidence those in control at Moscow have not given up their original purpose of destroying existing Governments wherever they can do so throughout the world. Their efforts in this direction have recently been lessened in intensity only by the reduction of the cash resources at their disposal.
