PRUSSIA HAS ALL PLANS READY FOR ‘PUTSCH RUHR Resignation of Cuno Will Be Signal for Revolutionary Outbreak, By United Neict BERLIN, July 4. —In the event of Chancellor Cuno’s resignation or “the government’s capitulatino on the Ruhr,” the Prussian government has all plans ready to proclaim a state of siege. This would give police and military all governmental powers on the assumption that such contingency would be the signal for a “putsch,” or revolutionary outbreak. Police officials confirm dispatches admitting they know extreme radicals are plotting with conservative extremists for a serious attack. Necessity has made strange bedfellows in the plot. Communists, reds and radicals, backed by Moscow, are lined / up with old-line conservative monarchists. Both desire to see Germany freed from French measures—for far different reasons. French troops Tuesday moved up to the very edge of the city of Frank-fort-Am-Main, posting six sentries in their former flying field. It is not known whether they intend to reoccupy the city, but their present position is a highly strategic one, commanding the gates of one of the largest and most beautiful of the upper Rhineland cities. With tha.,French threatening of Frankfort, and occupying all the lower Rhineland, the situation is comparable to an invading army having seized New York, -New Jersey, Newark, Yonkers, Newburgh and Ponghkeep- j sie, and now extending its line to Al- i bany or Troy, N.
