FIRST TRUST AND SAVINGS BANK, CHICAGO, TRUSTEE. W. R. Abbott, Esq., president of Illinois Bell Telephone Company, has summarized as follows his letter to us stating the particulars in regard to this issue: Illinois Bell Telephone Company does all of the telephone business in the city of Chicago, and owns and operates a comprehensive system of exchanges and toil lines serving, with its connecting companies, practically the entire state of Illinois. nicer bonds axe to be secured by a first mortgage on all the real estate, buildings and telephone plant of the company In the state of Illinois, with the exception of certain property recently acquired from the Southwestern Bell Telephone Company at a cost of approximately $543,000. Upon the satisfaction forthwith of the existing honded debt, including the $19,004,000 first mortgage 5% bonds due December 1, 1023 (issued nnder the name of Chicago Telephone Company), and the retirement of $15,530,179 three-year 5% mismired notes of the company, from the proceeds of these bonds, the $50,000,000 series A bonds wiU constitute (be company's sole funded debt. In comparison therewith, the book cost of the real estate, buildings and telephone plant of the company was approximately $733,000,000 on March 31, 1923, and the total assets amounted to over $143,000,000, which figures .will be substantially Increased by the balance of the proceeds of this issue to be utili. ?d for additions and betterments. Itfc present value of the company's property Is greatly til excess of its book cost. The situation with respect to the company's franchises is generally satisfactory. A franchise for the city of Chicago was granted tn 1389. In 1907. anew franchise was granted for a twenty-two-year period, expiring In 1929, and there is no reason to believe that it will not be renewed on n satisfactory basis. The existing franchise contains a provision giving the city the right, at the expiration of this franchise, upon giving twelve months* previous notice, to purchase the property of the company located within the city, paying there'i’or In cash the cost of duplication ai thut date less depreciation, but without allowance for earning power or franchise value. On March 31, 1923.' the book cost of the physical property of the company located within the city of Chicago was in excess of $92,000,000, which cost is much less than the present value of the property. The income aeconrrt of the Illinois Bell Telephone Company for the past ten years hXh been as follows, earnings prior to December 1. 1920, not including earnings from the properties then purchased from the Central Union Telephone Company:

Adequate charges have been made annually against earnings for depra* elation and obsolescence. f . The company ha* outstanding $60,000,000 par value of capital stock (to be increased presently to $70,000,000), more than 08% of whiph is owned by the American Telephone and Telegraph Company.
