WARNING 10 KEEP EXPENSES DOWN GIVENCHY DEADS Traffic Rules to Be Lightened for Visitors Coming to Speedway. City officials and heads of departments today had in mind a warning to be economical. Mayor Shank gave it to them in strong terms at the monthly cabinet meeting Monday. "Be careful for the rest of the year —cut down all expenses possible,” Shank said. "It looks as if a business slump is coming and we have to figure cn it Try to get along on what you have and do away with all the help you can while prices are high.” The mayor emphatically stated that he did not Intend to raise wages of any city employes except laborers and others making less than $1,500 a year. Chief Going to Meet A resolution was adopted to send Police Chief Herman F. Rikhoff and the board of public safety to the National Police Chief’s convention at Buffalo, N. T. It was decided to ask cooperation of the Chamber of Commerce in an attempt to obtain the 1924 convention for Indianapolis. R. Walter Jarvis, superintendent of parks, reported that golf receipts at municipal links Sunday were $1,040, highest total ever received. A shortage of help was reported In the street cleaning department by John F. Walker, superintendent.
Courtesy for Visitors Walker suggested that strict regulations of the traffic code should not be enforced upon visitors to the Speedway race. Mayor Shank said that they would not and that he would ask Chief Rikhoff to order police to extend every courtesy to visiting motorists. Mrs. Shank reported for the park board. "I understand the council does not favor the proposed artificial lake.” she said. "But thanks to our good park board president we are going ahead with this proposition. If the council does not want to cooperate, we do not need their help.” City Finances Good Joseph L. Hogue, city controller, 6aid all city departments were in sound shape financially, with the exception of the board of health. ‘‘After we receive our spring taxes and pay a temporary loan of $300,000, we shall have about a million left in the general fund,” he said. Mayor Shank asked all department heads to make requisitions for purchases for monthly periods, rather than for small purchases. Jesse E. Miller, city purchasing agent, stated it would save time and money for all department heads to adopt this system. He stated that the department had made out about seven hundred fewer orders this year than for the same period fn 1922.

AUTHORITIES PROBE BUSINESS MAN’S DEATH Robert liOwrie Had Gain in Stupor Twenty-Four Hours. By Times Special RICHMOND, Ind., May 22.—Authorities are investigating the death of Robert Lowrie, 60, retired business man of Monticello, who died in a hospital Monday. He was found unconscious in a room at a hotel Sunday. Gowrle came here Saturday accompanied by two women, and registered as J. B. Morris. Flint, Mich., and family. The women disappeared Saturday night. Gowrie’s pocketbook and automobile could not be found, police said. CLUB PLANS PROGRESS Columbia Board Given Authority to Tut Up 51,000.000 Building. KNOCKS THREE DOWN Police Hold Driver on Charge of Passing Street Car. Three men were knocked down by an automobile driven by Eddie Dickerson, colored, 857 Edgemont St., as they got off of a street car at TwentyFirst St. and Shriver Ave., Monday night, police charge. Dickerson today was charged with assault and battery and with passing a street car unloading passengers.- The men knocked down were Paris O. Organ, 814 Woodlawn Ave.; Minard Patten, 1005 Wright St., and Robert Hankins, whose address was not learned. They were not seriously hurt. COAL DRIVER ARRESTED Youth Is ( barged With Taking Revolver From House. Motor Policemen Bastin and Hansford today had under arrant Sam Smith, 17, colored. 2444 Rader St., driver for the State Street Coal Company. Police charge that when Smith de- j livered coal to the home of W. J. Hoi- j tegel, 3242 Park Ave.. he went to a bedroom and took a $3.75 revolver. The coal, it was said, was ordered for the house across the street. Smith j told police he read the ticket wrong. No one was at the Hoitegel residence.

CANDY FIRM WILL BUILD AT M’CARTY AND UNION Company to Move in Several Months— Property Cost $50,000. The Indianapolis Candy Company, 225-27 E. Maryland St., will move into anew building to be erected at the northwest corner of McCarty and Union Sts, in several months, according to announcement by officers today. The purchase of the property from Wolf Davis, involving $50,000, was completed Monday. The property has a frontage of 190 feet on McCarty St. and 134 feet on Union St. Present buildings will be replaced by a modern four-story structure. The candy company will continue at the present location, where it has a lease which expires May 1, 1925, but will have the new building ready for occupancy before that time, it is said.
