BOARD CLARIFIES LAWS REGULATING PAVINGPROTESTS Remonstrance Rules Listed for Convenience of Property Owners. To avoid confusion among protverty owners over filing remonstrances the board of public works has adopted a set of rules, based on the statutes: The remonstrator must live on the street. The remonstrator must be a freeholder. Remonstrances must have a majority in numbers of the resident freeholders. Each owner must sign his or her name separately. In case of ownership by both husband and wife each must sign and both count as one freeholder. In case of a house on a lot on two abutting streets, the owner may remonstrate against either or both streets; If the lot is divided in two or more parcels the remonstrator must live on the lot abutting the street. *A remonstrance against an improvement must be filed within ten days of the day of confirmation of the preliminary resolution. Two remonstrances were received by the board. Action on a resolution for paving Langley Ave. between Tacoma Ave. and 124 feet east of Keystone 'Ave. was rescinded after a resolution bearing four of the five resident property owners was received. The board will proceed with work cn Langley Ave. between Roosevelt Ave. and 14S feet east of Tacoma Ave. Four of twenty property holders remonstrated. 2 YOUTHS FACE CHARGES Contributing to Delinquency and Assault Is Alleged. Russell West, 18, of Madison Ave. was charged with contributing to delinquency, and Earl Whitzel, 19, of 1255 Madison Ave., with criminal assault by Detectives Allen and Radamacher early today. Two men fired three shots each into his body and fled. Italians owned or were occupants of all the buildings damaged. April 10—Trial of Mrs. Nellie Sturmer Koulik, charged with holding “arsenic parties” for husbands and relatives, drew speedily near a close today after the prosecution called three of her sons and a daughter to testify against her. Mrs. Koulik, a cousin of Mrs. Tillie Kllmek, convicted In connection with the poisonings and sentenced to life, is on trial on a charge of poisoning her first husband, Woklceke Sturmer. COPS CONVINCED BY KEY Hotel Guests Arrested for “Loafing” In Lobby. Jerome Rubens. 28, Claypool Hotel, had the laugh on police today. Police, who say they were asked by the hotel management to clear the lobby of “loafers” arrested Rubens and Edward Ray, 32, Severin Hotel, on vagrancy charges. In city court Rubens displayed a key to a room in the Claypool, where he said he lived. He and Ray convinced the court they were not vagrants. They wehe acquitted.

OWSLEY BROUGHT HERE FUR BURIAL Former Indianapolis Resident Dies in Chicago. Accompanied by members of the family, the body of William H. Owsley, 62, former resident of Indianapolis, who died Sunday at the home of hia Bon, Lawrence, in Chicago, was brought to Indlann polis today. The funeral will be held at 10 a. m. Wednesday at the Hisey & Titus ohapel, 951 N. Delaware St. The Rev. Lewis Brown, pastor oT the St. Paul’s Episcopal Church, will he In charge. Members of the F. O. E. lodge, to which Owsley belonged, will par ticipate. Burial will be in Crown Hill Cemetery. Owsley, bom in Indianapolis, was the son of William Asbury Owsley, a pioneer resident. Surviving are the widow, two daughters, Mrs, Charles E. Tuohey of Chicago and Mrs. Roger Holcomb of Wilmington, Del., and two sons, Lawrence of Chicago, and Omar of Los Angeles.
