Vatican Is Sending Envoy to Ruhr Zone of Occupation. By United Press LONDON, March 23.—Holland and Switzerland have agreed to a Joint protest to the international commission on Rhine navigation against interference with goods traffic on the Rhine by French occupation. The Vatican is sending an envoy tc the Ruhr. Reports from Munich, where Chancellor Ouno went to make a speech last night, say the chancellor's reception was the warmest accorded any one since Hindenburg. Great Britain and France have reached an agreement with regard to Ruhr trade wTiich will prevent the possibility of British goods being taxed by both Trench and Germans.

LIQUOR PLOT IS NIPPEDBY AGENTS New York Dry Officers Take Bribe to Catch ‘Leggers.’ By United Press NEW YORK, March 23. —Charles and Ralph Sabbatlno. warehouse owners, are under arrest today charged with attempting to withdraw $10,000,000 worth of liquor on forged permits obtained through bribery. The liquor was seized. The Sabbatinos are alleged to have offered $40,000 to Assistant Prohibition Director John A. Murphy and Lester A. Reeves, who sprung the trap. Os this offered bribe $20,000 actually was paid to Murphy, it was. charged. When the Sabbatinos’ warehouse was raided by agents, the brothers rushed to their supposed “confederates" for aid and were arrted. MAIL ROBBERY CHARGED Arthur Burris, n, Held in City Prison. Held at city prison on a vagrancy charge, Arthur F. Burris, 23, giving Nr<s3 N. Capitol Ave. as his address, to day was alleged by police to be a member of a gang of mail pouch robbers. He denied the charge. De tectives said he was seen running away from the postoffice at Frankfort at 1 a. m, one day last w'eek. George F.
