HANEY SEES SIX PROBLEMS FACING UNITED STATES Economist Describes ‘Fall of the Dollar,’ and Cites Reasons, TiV DJi. LJ'.WIS HANKY Director Bureau Business Research, New York University. Written for United Financial. NEW YORK. March 19.—Certain “progressive ' representatives in Congress have recently circulated a pro grant for legislation. They propose railway regulations, farm credits, soldiers’ bonus, tax reform, unci a few other measures. As I see it there are six big industrial problems which are most troublesome just now. These are: 1. High prices and cost of living. 2. Prices ~n different commodities out of line. 3. High wages and labor shortage. 4. High freight rates. 5. High taxes. 6. Disturbance in foreign affairs. What we need is less politics and a better understanding of the real causes of each one of these conditions. Prices and cost of living are high chiefly because of the big supply of money in the world. 1 supjose the record price level is to be found in Germany. Why? Because German printing presses have been so busy turning out money. It is exactly the same with dollars, only not so bad. We have an enormous amount of gold in this country, gath erod from all nations. Also mir Slip ply of paper money is greatly increased. In 1915 we had a stock of money of nearly four billion dollars; on Feb. 1. 1923. we had 8.3 billions. Money is ne,l to help us trade goods. The farmer trades h:s grain for hardware. but he does it indirectly by first selling his grain for dollars. The quantity of farm products exchanged for manufacture,'! goods—the volume of business—has not doubled in the period mentioned. Consequently, we have more money in proportion to the ffhantity of goods traded and that means higher prices. To Ire sure, the prices of some things are higher than others because . of special conditions, such as scarcity j or monopoly. But the reason for the general advance in all commodities is the fall in the value of the dollar, caused by the big supply of dollars. The high cost of living is caused b; high prices, which are generally caused by a large money supply, of muse, we need some things more than i others, and the fact that meat and j bread are so abundant has helped keep down the cost of living. This brings up the second trouble: Brices “out of line.” While the average of ail prices Is high, some have gone up more than others. I Cotton and building materials are j very high, while wheat, rubber, and j bacon are relatively low. Asa result, j the producers of wheat und other relatively low priced articles suffer. The chief cause for price® being | thus out of line goes back to the war. I

It is an additional safeguard to have the small photographs in the book, for it is much harder to forge a photograph than a name.
