STATE MAY PUSH ; MOB PROBE AFTER INDICTMENTS FAIL Louisiana Officials Consider Filing Affidavits Against Alleged Terrorists, GRAND JURY FAILS TO ACT Report Declares Evidence in Bastrop Case Insufficient to Indict. •Jy Lnitcd Frcs* BASTROP. La., March 16.—Bills of Information against persons charged ; with complicity in the reign of terror here were considered by State officials today following failure of a grand jury to return indictments for the murder of Watt Daniel and Thomas Richards and other outlawry. The grand jury, in a report handed to Judge Fred Odom last night, declared it had investiyated the murders and other crimes by hooded mobs and failed to find grounds for true bills. Attorney General Coco and his aides had predicted that fifty or more indictments would be returned. The open hearings developed circumstantial evidence against a number of persons in the band which kidnaped Daniel and Richards last August: witnesses also testified to floggings, intimidations and deportadons by the terrorists. Governor Made Appeal The terror campaign in Morehouse parish first attracted attention when Governor John M. Parker appealed to President Harding for Federal intervention. Department of Justice agents and State officials gathered eviJence against the hooded mobs, and the open hearings were ordered to prepare the evidence. •'As to the deplorable crime of Aug. 24, 1922. when five men were kidnaped on the highway of Morelouse parish,” the jury report said, 'we have carefully considered all the evidence brought before us as to the activities of masked and hooded men.
