HARVEY STARTS CONTROVERSY BY BRITISH SPEECH Urges England to Withdraw Balfour Note to United States, H't United Prtin LONDON, March I.—Again Ambassndor George Harvey has let loose the dogs of controversy, this time by a speech at the Pilgrims’ dinner to the British debt funding commission. In plain words, the American ambassador told the Anglo-American gathering that the present British government would do well to retract the now famous Balfour note, in tthich the then spokesman for Great Britain declared that much of the debt owed to America had been borrowed for Britain’s allies. Harvey said a great proporation of the amount lent by the United States to Britain had been used by the latter for clothing and food. He said the United Suites carried a heavy burden, that DO per cent of the lenders were of British stock, and that besides $5,000,000,000 loaned to Britain, America had loaned the other allies ? 7.000,000,00 b. The Balfour note, Harvey said, implied that the United States would only make advances for the use of France if Britain would back the notes. This, he said, was untrue, and he hoped Britain would explicitly say so. BEER, BUT NC DRUNKARDS LONDON, March I.—The city of Crewe, which boasts of 45,000 inhabitants, has established a record for itself. Not an arrest on a drunkenness charge was made there during the last twelve months.
