HOUSE EXPECTED TO POT OP FIGHT ONBUDGETBOOST Senate Passes Amended Appropriation Bill by Vote of 28 to 18. INCREASED BY $2,271,164 New Effort to Reduce Reformatory Item Fails — Hays Joins Majority. The State appropriation bill totaling approximately *18,000.000 rested with the House today for further action. Under suspension of rules, the Senate passed the budget late Thursday, 28-18, after amendments appropriating an additional $94,400 were adopted on second reading. The House will receive the budget bill carrying added appropriation of 52,271,164.08 to the original bill as passed by that body. Senator Hays alone deserted the minority and voted with the Republicans for the bill. Senators Hartzell, Bindley and Barker, Republicans, "ducked" the vote. Senator Robert L. Moorhead has achieved prominence if not fame during the present session of the Legislature. He has the distinction of haring started the hardest fight in the Assembly. In other words, he is the author of the bill to prohibit sporting events on Memorial day. Another attempt to reduce the $2,000,000 appropriation for the Pendleton Reformatory to $1,500,000 failed when the Senate tabled a motion of Senator Cann, 25-23. “I'm speaking for the taxpayers whom we are supposed to represent.” said Senator Cann, in urging the smaller appropriation. Democrats rushed to the support of Cann’s motion. Senator Batt said the State's financial condition called for a halt in the appropriations. “The State is $3,000,000 in debt now, and continuing in greater debt at the rate of $150,000 a month,” he said. Restoring all the administration appropriations which were reduced by the House after a spectacular session, the Senate now will ask the House to concur In its amendments. A bitter fight is expected. A total of $2,176,764.08 was added by the Senate sitting as a committee of the whole Tuesday and Wednesday. When the bill came down on second reading, another flood of amendments was offered from the floor. Senator Cravens’ motion to add $91,000 to the budget for benefits of ditch lands along the Kankakee River carried after some debate. Increased appropriation of $3,400 for the Legislative Reference Bureau on motion of Senator Hodges carried. License Fee Funds An amendment of Senator Van Orman which would take the automobile license fees from the general fund, and place them with the auto theft fund, was carried. The original bill provided that auto fees should go to the general fund. The amendment cancels an appropriation of $61,100. A motion of Senator Beardsley that the appropriation for the State board of pharmacy be paid by the fees of registration of pharmacist was accepted by the Senate. The amendment cancels a $11,500 appropriation. Senator Durham’s amendment which provided that fees of the public service commission be paid into State treasury and not be included in the appropriation was lost, 27-16. Senator Cravens proposed an amendment prohibiting State departments from maintaining publicity bureaus. The amendment failed.
