HARDING PLANS VITAL CHANGES IN HIS CABINET Sweeping Reorganization of Departments Is Proposed, /T.V TJnitrd tlnra WASHINGTON, Feb. 16.—Vital Cabinet changes and a wholesole shuf- ; fling' of governmental bureaus is recommended in the President’s reorganization program transmitted to the congressional joint committee and now made public. Principal changes suggested are: 1. Absorption of the Army and Navy in a single department of national defense headed by a Cabinet officer. 2. Organization of anew depart- j ment of education and welfare to be i beaded by a Cabinet secretary. S. Changing the name of the Post- j oflice Department to the department ' of communications. 4. Stripping of all non-military bu- i reau from the Array and Navy and i distribution of them among the civilian departments, principally interior and commerce. 5. Removal of all non-fiscal bureau from the Treasury Department. 6. Setting up the budget office, now part of the Treasury Department, as pn independent body. The report goes through the list of small bureaus which have grown up in an illogical arrangement and reassigns them to the departments with which their respective activities are most closely related. For instance, the Bureau of insular affairs, which adminsters the; island possessions. Is taken from the War Department and placed under the Department of State. Dozens of such shifts are proposed.
SENATE COUNTY NURSE MEASURE PASSES HOUSE Van Orman Hill Wins 38-30 After lively Session. After one of the liveliest sessions of the House, the Van Orman Senate measure providing for employment of county nurses throughout the State, passed Thursday. Numerous at tempts were made by Representatives to attach vitiating amendments, after j an efTort to strike out the enacting 1 clause by Representative Updike was tabled on a motion by Representative Schwartz. Representative AVysong, assisted | Updike in the fight against the meus I ure. Five amendments were intro duced and two adopted. The only material adopted was the Kitch amendment to prevent local sentiment from affecting conduct of the offices. Representative Albert J. Wedeking’s motion to pass the bill was carried, 38-30.
