GARNISHEE MOVE AGAIN FRUITLESS Swain Bill Loses 23-21 After Sharp Debate, Opponents of tho.—ffarninhee bill I icain were victorious in the Senate following defeat of Senator Swain's “deadbeat" bill late Thursday, 23-21 The defeat ended the twelfth unsuccessful attempt for a garnishee law In Indiana. • Sharp debate marked the discussion of the bill. Senator Swain leading the fight for It ami Senator Henley bitterly opposing. Senator Swain’s motion to postpone indefinitely was tabled. 20-18. With roll call completed. % motion to call in the absentees was carried, but efforts to obtain passage of the measure failed, and the absentees were excused. “The measure is wanted by merhants who would put an end to the ieadbeat 'getting by.' ” said Senator Swain. Senator Henley opposed the bill on .he grounds that it was an Injustice to lamest wage earners who could not pay their debts. He said the merchant : extended credit at his own discretion, suid should be held to his decision. SENATE ITS VOTE ON LEGAL POWER State Attorney General Denied Right to Act In Local Trials. Reversing Its action of a week ago. the Senate today, In reconsidering, defeated a measure which would permit the attorney general of the State to share powers concurrent with the prosecuting attorney of a Judicial circuit In criminal proceedings. The vote today was 12 to x 29. The measure previously had passed, 26 to IS. "This bill would presecute the millionaire gambler as well as the petty gambler on Indiana Ave., said Senator Cann, author, in urging passage. NEW DIMMER LAW ASKED The renewal of fight over regulation of automobile headlights loomed in the Senate today following introduction of a bill late Thursday providing for new dimmer laws, and repealing the present requirements. Senator Van Orman is author. The bill proposes to license automobile dealers and garages to adjust lights for a fee of 50 cents. The bill is said to have the indorsement of the Hoosier State Auto Association. WOODRUFF GETS SERVICE Fire alarm and police call, boxes were ordered installed in Woodruff Place by Mayor Shank today as the first step in extending police and fire protection to the town. Patrolmen who walk the beat east of the town will include it in their territory. Woodruff Place will pay the city S 5,00(1 a year for the service. Prowler Makes Getaway Mrs. H. E. MOVE TO STRIP SCHOOL TRUSTEES OF POWERS Bill Introduced to Give Business Director - More Authority. Members of the Indianapolis school board today were studying the provisions of a bill introduced in the Senate late Thursday by Senator Miller of Indianapolis which would strip the school commissibners of some of their powers and invest them with the business director. The authority of the business director, under the provisions the bill, can be over-ridden only on a. vote of four of the five commissioners. The present law provides that three may veto his action. Another provision in the bill gives the business director supervision of school buildings and grounds*, and the votes of four members would be necessary to dispute the director’s (decision.
