EUROPEAN CAPITAL IS POURING INTO MEXICO PROJECTS U, S, and Obregon Governments Are Not Reconciled By C. C. LYON. WASHINGTON, , Feb ft.—Back from a visit to Mexico, Rimer Dover, former assistant secretary of the Treasury, says that “European capital Is pouring into Mexico. German and English money are in the lead, competing for the wonderful oppor tunities that confront investors. American capital is lancing far behind.” Dover has been the “go-between” between President Harding and President Obregon. He has just completed his fourth "unofficial” trip between Washington and Mexico City. "Will the United States recognize the Obregon government?” I asked Dover. “There is no change in the status of negotiations for recognition of the Mexican government,” said Dover. “The two governments appear unable to reconcile their respective policies. “Briefly, the United States Government has requested that the Mexican government sign a treaty before recognition is given, while, on ths other hand, the Mexican government insists on being recognized first and signing the treaty later.
