JURORS BALK AT DEATH PENALTY * - Special Panels Are Exhausted in Kokomo Trial, By Times Special KOKOMO, Ind., Jan. 31.—Jury commissioner drew names for a third special panel in an effort to complete a jury to hear the case of Abel, L. Phllippoy, plate glass worker charged with the killing of his wife and moth-er-in-law. Eighty-three talesmen have been excused for cause, when they expressed prejudice against the death penalty. The State plans to ask the death penalty, is indicated in their questioning of the Jury. The defense is expected to be that Phiiippoy shot the mother in self-defense and that the killing of the wife was accidental. Hossler Briefs NASHVILLE—A new jail of brick veneer is to house future violators of Brown County. An attractive bungalow for the sheriff is to-be built alongside. The old historic log jail, a Brown County landmark, will be preserved as a relic, officials say. HARTFORD ClTY—Sixteen representatives of the Mormon Church are making a house-to-house canvass In Hartford City, seeking converts, according to local pastors, who spoke regarding the work Sunday.
