SACK WASHINGTON, Jan. 12. —Municipal ownership of street railways everywhere must come if these properties are to properly serve the evergrowing demands of the public. "It is inevitable,” says Senator James Couzens of Michigan, until a few weeks ago mayor of Detroit. Couzens put over the world’s biggest experiment in municipal ownership and operation of street railways. “Aside from the failure of privately owned companies to properly serve the public,” Couzens says, “one of the compelling reasons why municipal ownership must come is the question of finances. No one with an ounce of sense will put any more money into street railway properties. Money for necessary improvements is becoming more scarce. Investors now shun these securities." Auto bus competition does not alarm Couzens, who says: ‘‘The bus will never replace the street car. As b competitor it will continue to grow in importance and it will serve as an adjunct to the companies in the development of surburban and other closer-in feeder communities. “The truth is that the automobile bus. with no right of way charge, with no maintenance of tracks to

INJURED MAN ARRESTED A man giving his name as John Burroughs, 45, of 645 Elwood St., was found lying in the street at 227 N. West St. Thursday night. His face was covered with blood. Police sent him to the city hospital. Physicians said his injuries were not serious. Burroughs is charged with intoxication.
