FRANCE STUBS Gil AID SILENT. HER BACK TO ILL Germany Must Pay People Sullenly Tired of Making Further Sacrifice.

' France has lived since the armistice almost solely on the belief that she ' would soon collect large sums ofi money from Germany by way of reparations. Only by clinging to this slender hope has she been able to keep her r.cse above water, ff this hope proves bat a delusion, anything and everything Is possible. To get France's flight even faintly, ~ust cast your eyes over these figures: Before the war France's debt amounted to $6,3f>4,000,000 —by far and away the biggest of any nation in the world. It was largely the result of the war of IS7O. At the end of the last war she owed more than seven times that, or about $l,lOO per | person. Debt Keeps Mounting And the debt has kept on growing, j In 1921 the interest on Ihe debt amounted to 60.D per cent of France’s j total revenue. By 1922 It had grown ; to 69.9 per cent, and for 1923, 54 1 per cent. For one thing, Germany—which, i under the treaty of Versailles, was : to have undertaken the reconstruction j of war-shattered Northern France — : failed to come through. And the task j of making habitable this district —one- j sixteenth of France's total area—had ; to be financed by France. Some 80,000,000,000 francs were bor rowed for this purpose, but with the 1 understanding that Germany would one day make it good. Interest on this sum costs France 4,000,000,000 francs a year. Meantime, France has not been able to make her income keep up with the outgo. She had a S.noo.ooo.imo franc deficit in 1920; a 1 deficit in 1922, and a 4.000,00i,00'* a- iicit—exactly equal to the interest on the borrowed reparations money—for 1922. Nicholson s Illusions Revealed by Reporter
