Information as to just how far thè j discussion has progressed is frag- ; mentary. Two days ago it was said : that this Government is using its j good offices to bring about an antiwar pact between thè allies and Ger- : many. President Harding favors thè i idea, but whether he has received i enough encouragement from allied ; powers to warrant formai negotiations is uncertain. Also, it is uncer- ! tain where thè first suggestion carne from. However, thè United States will not officially commit itself to thè indorse-1 ment of thè pian, unless it is certain j that all powers v jld approve.
