NORRISBILL FOR FARMER RELIEF PROVIDES CASH Pro - Administration Measure Will Not Work, Bloc Declares. By Time Special WASHINGTON, Dee. 21—The Len root-Anderson ‘‘fama eredita bill,” backed ly thè prò-Administration fcvrces generally, proposes to enlarge thè powers of thè Farm Loan Bank Corporation to permit that institution to extend a wider margin of credit onomore generous terms to thè farmers of thè country than they have hitherto considered would be good, safe and sound banking. The idea is fine and dandy, in thè opinion of Senator Norris and thè farm bloc crowd, except for one thìng, viz' lt won't work. The reason why, they point out, is that Government can authorize and empower bankers to be generous, but said bankers will stili refuse to make any change In their System of extending credit because it would be risking thè money of their stockholders and deposltors. “But,” says Senator Norris, “thè farmers are in despair.” A vitally serious emergency exists among thè producers of thè country. Mere authorization is no good. Some law must be adopted which will give thè nelief demanded, and at once. Hence thè Norris bilL This bill, in thè language of its author, will set up a Government igeacy using Government money, with an appropriation of $100,000,000 to étart. and, “in brief, it seta up a zigantic Government middle man viti?’thè object of financing thè marketing of food produets and relievmg such food produets from thè immense charges of various agencies that now reap a harvest as thè produets travel from producer to consumer. Its purpose, therefore. is as much to benefit thè consumer as thè producer."
