The "pian" of thè United States for lnterventlon in thè European situation, which has filled two continents with excitement and anticipatlon, partly because of thè deep mystery, surrounding it, can now be revealed by thè United Press. It follows: EstablLsh Just Figure 1. Believing that rcparations is thè key to thè present European crisi?, thè United States will participate in a commission or some o.ther form of officiai inquiry to establlsh an exact figure for Germany to pay. It would be a figure that would constitute just reparations for thè war —an amount That would be up to Germany's eapacity to pay. but not beyond. 2. If a settlement of thè reparations problem can be effected by an agreement, thè United States can I give assurances that American bank- ] ers stand ready to advance a loan, with thè proper seeurities, suffìcient to put Germany on her feet and start her toward amoruzatlon of thè indemnity. 3. Finally, thè United States Government is willing to adopt a more j lenient poiicy on thè question of colfpction of thè allied war debt to this | lountry: that is. it is ready to con-1 qider thè obligations of each of thè debtor countries on their own inerits, j-ranting more leniency in thè terms jf colleetion to those countries less able to pay. May Suggest Pact Should this far-raching program be worked out, thè United States may later suggest other important inter national moves such as a past to preserve peace and io iimit land armainents. This government, by informai inquiries. has been sounding out thè European countries concerned toj ascertain whether they would welcome i such an offer of cooperation from j America before extending a formai invita tion.
