By United Press WASHINGTON, Dee. 14. —The American Legion today served notice upon Congress that it will fight for thè enaetment of thè soldiei bonus bill before thè end of thè special session on March 4 next. Although Congress faces one of thè worst legislative jams in receni years, Alvin M. Owsley. commander of thè legion. In conferences here with past commanders and chalrmen of thè legion commi ttees, has drawn up a big legislative program, which thè organization will seek to have enacted durir.g thè short session. Legìslation for thè relief of thè dis ahled veterana was declared to be of “first and supreme importance." and is placed ahead of thè bonus in thè legion's program.
