As a result thè legislative actJon of thè Presldent may be summarlzed as follows: Taxation—The House Ways and Means Commlttee will ask thè House next week to sandwich between appro priation bllls resolutlons for amendtng thè Constitutlon to prohlblt taxexempt securltles. Anderson Bill Is Basi Rural Credlts —In both houses, thè Agrlculture and Banking and Currency Commlttees will tackle a mass of legislation and try to whip lnto eh ape a bill that will satlsfy thè farm bloc and thè Adminletratlon. In thè House, thè Anderson bill, creating a farm credits department, with $5,000.000 capitai In each Federai reserve bank, probably will be thè baais of coramittee work. Rallroads —The Presidente recommendation for abolition of thè railroad labor board and his other sugeested legislative reforms in thè transportatlon l&w will be considered by thè House and Senate Interstate Commerce Commlttees at meeting to be held within a few days. If Mr. Hardir.g's recommendations for a merger of thè rallroads lnto a few big Systems. and for legislation to prevent strikes are lnsisted upon, there can be no railroad legislation at thls session. The pressure to do thè evil thing that will once more spili rivers of human blood is insistent. The temptniion is grow-ing. It was agreed to summon a conference at Genoa to dis cuss t£e condition of European exchange, credit and trade. It was also resolved that an effort should be made to establish peace with Russia and to bring that great country once more inside thè community of nations. A great start was made on thè path of genuine appeasement The German govemment was tnvited to send ite chief minlster to thè Cannes conference in order to arrivo at a workable settlement of thè vexing question of reparations. The invitation rcceived prompt responso and Dr. Rathenau, accompanied by two or three leading ministers and a retlnue of Anancia! experts, reaehed Cannes in time to take part in thè discussion. The negotiations were proceeding helpfully and another week might have produced resulta which would have paciAed thè tumult of suspiclous nations and inaugurated thè promise of fraternity. “Satan Is Not Done” But. alas, Satan is not done with Europe. I have my own opinion as to why he has not done so. It la not merely that he doos not wish to set thè seal of bis approvai upon a predecessori achlevement. I am afraid thè reason ls of a more sinister kind. If France aceep'ts Britaln’s guarantee of defense of her frontier. every excuse for annexing thè left bank of thè Rhino disappears. If this is thè explanation, if thè French ministers have made up their mlnda that under no conditlons will they even at thè end of thè perlod of occupation withdraw from thè Rhine, then a new chapter opens In thè history of Europe and thè world with a climax of horror such as mankind has never yet witnessed. The German provinces of thè left bank of thè Rhine are intensely German in race, language, tradition and sympathles. There are seventy milllons of Germans in Europe. A generation hence, there may be a hundrod millions. They will never rest oontent as long as milllons ot their fellow eountrymen are under a foreign yolk on thè other side of thè Rhine and it will oniy be a question of timo and opportuntty for thè inevitable war of liberatior. to begin. SIX POLICE DIE IN TWDMDNTHS Pension Fund Reaches $200,000 Through Rewards, Dues. Six members of thè Indianapolis polle© department have died since Oct. 12, records of Lleut. Samuel Gaddis, secretary of thè police pension fund, showed today. They were Mrs. Mamie Shelton, colored, policewoman; Patrolman Peter Tepoff, William WhitAeld, colored; Michael Raftery and Robert Kinsey and Detective Henry Askins. Wives of Ave policemen have died since Aug. 14. There are 133 dependents of dead policemen on thè pension pay roll, which totaled $4,641 last month. The pension fund is kept up by taxation, rewards received by thè police department for captures of criminal and recovery of stolen property and assessment of each member $1.25 a month. Income exceeds thè annual expense and thè fund, now over $200,000, is gradually being buiit to a point where interest, rewards and assessment will be sufficient to warrant elimination of thè tax levy. Receipts from rewards have dropped materially this year because thè State automobile police have been getting most of thè fees for recovering stolen motor cars. Gaddis said. WOMAN FAINTS WHEN HUSBAND IS ARRESTED Man Says Brother-in-Law Drew Platol on Hlin. When policemen rushed to Michigan St. and Bancroft. Ave. last night, they met Harry J. Root, 726 N. East St., who said he had telephoned for them. Root told police he met his brother-in-law, George L. Johnston, 446 N, Emerson Ave., and Johnston drew a pistol. The police went with Root to thè Emerson Ave. address. When Johneton was told he was under rest, his wife falnted. Johnston is charged with carrying concealed weapons and drawing deadiy weapons.
