MELLfMGGESTS UHI CUT Secretary of Treasury Says No Additional Federai Revenue Necessary. REPORT SHOWS DEFICIT Next Fiscal Year Will Have Surplus of $180,969,125, He Estimates. Dee. 6.—Secretary of thè Treasury Mellon today lnformed Congress that no additional Federai taxes will be necessary during thè coming year, if a policy of rigid econozny is enforced. In his annua! report on thè financlal operations of thè Government during thè last fisca! year, thè Secretary strongly urged one reduction in taxes—a 50 per cent cut in thè present surtax levles on big incomes. The present maximum surtax rate is 50/ per cent, which applies to incomes of 1200,000 a year and over. Mellon suggested that thè maximum be fixed at 25 per cent and thè other rates on incomes below $200,00,. reduced accordingly, Taking direct issue with thè farm bloc which was largelv responsible for thè present ratea, Mellon asserted that thè high levies are restrlctlng business expansion and that just as much revenue could be obtained by cutting them in half. Points Oufstanding Other outstanding points of thè Seeretary’s report vere: 1. The country already is suffering from a scarcity of labor, due to inimigration restriction and thè generai resumption of industriai activity vith thè consequence of higher wages than last year and greater manufacturing costs. 2. The railroads are suffering from undermaintenance and Inadequate equipment and are unable to meet thè deniands of business, 3. Farm produets are selling too low at thè farm and too high at thè distrlbuting centers. 4. The country has increased its gold supply more than $1,000,000,000 during thè last tvo years, and thls has tended to lncrease speculatimi and unnatura! expansion of business. 5. The unsettled condition in Kurope is endangering thè foreign markets for many of our produets and business in tliis country cannot progress without foreign markets. 6. The Treasuryi believes by keeping its house in order it can best aid Europe at. thè present time. 7. Further issuance of tax-exempt securities. which now total approxìmately $11,000,000,000 and are increasing at thè rate of $1,000,000,000 a year should be prohibited by constitutional amendment. 8. Every effort is being made to speed thè collection of back taxes. Custom Rcceipls Highest 9. Custom receipts during thè year ending June 30, 1922, although thè low Democratic tariff was in effect, totalled $357,544,712, thè greatest in thè history of thè country. 10. The value of Liberty bonds has increased $2,500,000,000 since thè low marks of 1920. For thè present fiscal year, which ends next July 1. Mellon sald present tìgures indicate a deficit of $274,000,000, as compared with estimates of $697,000,000 at thè beginning of thè year. For thè next fiscal year, thè period from July. 1923, to July, 1924. a surplus of $180,969.125 was estimated, but it was empßusized strict eeonomy is necessary to obtain this surplus. Appropriations asked for by thè budget bureau for thè next year total $3,078,940,331.69, a reduction of $195,000,000 as compared with appropriations for thè current year. NEW PASTOR ARRIVES L.
