"The automobile has brought into practice interstate. intercity and even International touring,” savs OConnor. "As a result of confJcting lava in nearly every State and city they visit. these tourists are often innocently involved in serious accidents. They <lrive according to thè regulations of their home State —and find out too late that these rules do not apply in other localities. Inspector O’Connor sees in education for both motorist and pedestrian in safety principles and practices as ; thè flrst rule to be followed in any campafgn to reduce accidents. Besides this advice O Connor has formulated thè following remedies for j traffic control: 1. Uniform traffic laws and display i signs throughout thè U nited States and Canada, subject to minor locai j modifìcations. 2. Jail sentences for second offend- ■ re against speed and other safety regulations. 3. Rigid examinations throughout thè United States of all drivers, both as to their knowledge of traffic laws an dtheir competence as motor vehicle operatore. 4. Full suport of traffic courts in aiding police to enforce thè laws. 5. Establishment of citizens’ compiami bureaus so that citizens may conveniently report violations. and establishment of police accident In- j vestigation bureaus to search out thè rauses of all accidents. 6. TUBERCULOSIS IN CITY DEGREASES City and State Keep Pace in National Fight Against White Plague Ravages. Indianapolis has kept pace with thè Nation in thè death rate from tuberculosis, Government and city health department figures for ID2I, made public today, showed. The city rate is not as low as thè averaga for thè country. The ratio of decrease in thè last four years is about even. The State rate is below thè natlonal average. Government reports show thè tuberculosis death rate per 100,000 population in thè country was 149.7 in 1918, 126.7 in 1919, 114.8 in 1920 and 99.9 in 1921. In thè State of Indiana thè rate was 140.2 in 1918, 114.1 in 1919, 108.8 in 1920 ànd 92.8 in 1921. Fourteen per cent of thè deaths from tuberculosis in Indian in 1921 were in Indianapolis. In thè State 2,752 died and in thè city 398. j "I anticipate our ability to reduce | thè rate further this year,” said Dr. ! Herman G. Morgan, secretary of thè city board of health. "We are eerj taln that we could lower it markedly !if we had hospital facilities for iso- ! lating all open cases, which are of I course responsive for transmission !of thè disease. Dr. Morgan predicted tuberculosis would j be forced down to third or fourth place in thè next decade.
