By Timr/t Special WASHINGTON, Dee. 4.—AppaJling losses of lise these days in American coal mines are due, according to Director H. Foster Bain of the Bureau of Mines, to “neglect of precautions.” Some 320 miners were killed in November alone, several tlmes that number injured. Of the fatalities, 171 met death in three “major disasters” —77 in the Reilly mine at Spangler, Pa.; 87 in the Dolomite mine near Birmingham, Ala., and 7 at Cerrlllos, N. M. The enforcement of mine safety legislation is in the hands of the various States. The Federai Government has nc police powers in the matter. It can only advise and assist the States. But from now on the Federai authorities will fight negligence with pitlless publicity, negligence of State mining cfficlaJs, as well as of operators and miners. In 1921 there were 1,973 mine deaths and in 1920, 2,271. There have been approxlmately 1,850 so far this year. This represents a big increase, considering that for almost half of this year during the big strike 600,000 miners never entered mine. Practically all of twelve “major” disasters (where Ave or more men are killed) this year have been caused by thè explosion of coal dust. These explosions are the result of neglect, says Bain. "Investigations carried on the Bureau of Mines for more than ten years have demonstrated beyond question of cloubt that spreading of explosions hy coal dust Can be prevented,” Bain saìd. "Responsibility for this rests upon the mine managements.”
