Contract Has No Reai Foundation of Service to Public. Charles H. Sabin, former president of thè Central Union Telephone Company, atone tìme declined to use swltchboarda authorlzed by thè A. T. & T. Co., and as a resuU had a special board constructed to meet locai demands, Munson T. Atwater, witness for and before thè public servire commission in thè Consolidated Bell Telephone case hearing, testi si ed today. This testimoni' was introduced to prove that thè Western Electric boards were not of higher standard than those manufactured by competing flrms. Although Engineer Scribner of thè Western Electric Company ls generally accredited with having done much in thè development of switchboard apparatus, Ur. Atwater said he knew of no instance in which thè company had instituted infringement suits against competitore, inasmuch as tho early history of thè experimentation and development of this rhase was obscure. The testimoni’ today was of a technical nature, thè evidence being submitted in support of thè contention of thè commission that thè renting of thè -eceiver, transmitter and induction c.U from thè A. T. & T. Co. was inconsìs.ent with thè outright sale of other parts of thè ordinar}' telephone installed In thè patron's home, and that thè 4 1 * per cent contract had no reai foundatlon so far as Service to thè customer was concemed. In speaking of thè servicing problema of thè telephone System, Mr. Atwater said that during thè pre-prohi-bition days a gi-eat deal of trouble was experienced with soaked cords because phones which stood on bare were exposed to spilled liquor, which, when absorbed in thè cord, caused 6hort circuits that interfered with thè Service, and that thè arrangement of placing coil boxes in homes within reach of bable3 often resulted in "teethlng” chlldren chewing thè cords loose.

ROAD INSPECTORS FIGHT TO GET NOVEMBER PAY County Auditor Says Bondsmen 110 Not Own Sufficient Property. Albert M. Gardner and W. V. Morris, lnspectors appointed by thè board of county commissioners for thè Hilgemeler road, now under constructlon, appeared in thè county auditor’s office with blood In their eyes today as a result of thè audltor’s refusai to pay their November salarles. The claims were held up by Leo K. Fesler, thè auditor, because he said their bondsmen were not good. Mr. Fesler was not present to meet his caliere, but they leamed at thè office that he had investigated in thè county atssessor’s office and reported that thè bondsmen owned no property that could back thè bonds of $5,000 each. lnspectors are allowed $5 per day foi thè days they work, by law. Gardener’s clalm amounted to $l3O and that of Morris to $95. Tra GDESJHER BUI Driver and Companion Arrested on Charge3 of Being Drunk. When an automobile dri"ren by Frank Johnson, 44, of 741 Roache St., plunged over thè side of thè W. Tenth St. road near Fall Creek, a half mila west of Indiana., early today George Ferkins, 41, of 241 Park View Ave. was plnned under thè car. Johnson was thrown clear of thè wrecked automobile as lt rolled over in its plunge down thè steep bank. Perklns suffered a broken leg, a bro ken shoulder and possible Internai lnjuries. Johnson was untnjured. Motor Polieemen Mass and Norman rescued Perklns from under thè automobile. He was taken to thè city hos pital and ordered held in thè detention ward on a charge of drunkenness Johnson was arrested on a charge of operating a motor venlclo while under tlie influence of liquor.
