SESSIONS ARE NEXT WEEK Wednesday and Thursday Meetings Will Be Open to All Interested Persons. Highlights in thè financial field of thè United States, with a possible sprinkling of notables of thè European continent, will assemblo in Indianapolis next week to attend a meeting of Central States securities commissionerà to be held at thè SpinkArms Hotel next Wednesday, Thursday and Friday. Members of securities commissione of Minnesota, Wisconsin, Ohio, Illinois, Kentucky, Missouri, lowa, Nebraska, Michigan and Indiana will convene to draft plana for uniform security legislation in thè different States. From two to ten commissionerà from each State are expected. The Wednesday and Thursday sessione will be open to interested persons. Congressman E. E. Sixteenth St., by Judge Delbert O. Wilmeth in city court today. The fine was suspended when Mary! insisted that thè liquid she had poured into thè dishwater when police carne to her house several days ago, was not white mule, but thè juice from a can of spoiled preserved peaches. MARRIASE ANNULMENT SOUGHT BY EMMA LOGAN A complaint for annulment of marrlage was filed today in Superior Court, room 1, by Emma Logan, 1619 Pleasant St. She asserted her marriage with James R. Logan is illegai, be cause she was marrled to John Thuer at thè time. She had obtained no divorce from Thuer, she asserts. Records in thè county clerk's office show that thè certificate issued on Aug. 8 was returned and filed. When thè Ucense was obtained Mrs. 1-ogan etated that her marriage with Logan was her first. The ceremony was performed by T. Ernest Maholm, a Justice of thè peace. DIETZ SUCCEEDS MAHOLM AS JUSTICE OF PEACE Edward h. Dietz, 127 Bakemeyer St,. chief cierk to thè Judge of thè Marion County Circuit Court, today tendered his reeignatlon to Judge H. O. Chamberlain. Mr. Dietz was elected lustice of thè peace for Center Townshlp on thè Republican ticket, and plana to take office immediately. Mr. Dietz has served as cierk of Circuit Court since February, 1918. WOMEN ARGUE ON LIFTING LA W’S BAN ON STRONG DRINK By 2fEA Service NEW YORK, Nov. 16. —Women are in thè front ranks in thè battle of prohibition. The November elections have foeused attention upon thè efforts to modlfy thè Volstead act —and women leaders of forces for and against prohibition have come to grips over counter-claims of thè election’s effec l upon thè beer and wine movement. Here is a woman’s discussion of both sides of thè controversy. Mrs. Frank A. Vanderlip, wife of thè flnancier, and one of thè outstandìng figure® in thè League of Women Voters, argues for prohibition under thè Volstead act. And Miss Alice Carpenter, head of thè women’s division of thè Association Against thè Prohibition Amendment, speaks for temperance rather than prohibition under a new law that would legalize beers and light wines.

All serious-minded people In this country today are standing for thè sanie thing—to keep out thè saloon and to reduce drunkenness to a minimum. There are two methods by which this can be attempted. One is by a prohibtiion law. The other ls by a temperance law. Drunkenness in thè past was thè result of three conditions —thè ealoon, which tempted men when they did not want to drink; thè treating System, which urged a man to drink more aster he knew he had had enough, and thè free access to highly lntoxieating liquors, which was a Constant source of danger to men too weak to resist thè temptatlon. No solution of thè problem of drunkenness can be effective unless it meets these three conditions. Boofleggine Rise The prohibition law has eliminated thè open saloon. But it has brought bootlegging, with respectable citizens organizing to break thè law through thè bootleggers. It has brought home brew, with ingredients of a kind which thè New York health commissioner eays will demand a high death toll wlthin three or four years. And it has stimulated In all our people. young and old alike, a defie.nce and contempt of law which ls reflected not only in thè breaking of thè prohibition law, but in almost every other phase of criminal law In thè Nation. Prohibition has only substituted, as far as thè saloon is concerned, one great e vii for an other. Aster a three-year test thè prohibiticn law has failed to eliminate any of thè causes for drunkenness, and thè outlook in thè future is that it will become more powerless to deal effectively with this difficult problem Our association proposes a temperance law, bringlng wise, sane and moderate temperance—a law which thè great majority will obey. which, like thè Canadian and Swedish Systems, will prevent thè return of thè saloon. It would give us beers and light wines, and allow States to regulate thè traffic.

Liberalism versus reaction was thè reai election verdlct. The tariff issue lnfluenced far more voters in New York than prohibition. Few people honestly belleve thè eighteenth amendment ever will be removed from thè Constitutlon. Congress might modify thè Volstead enforcement act by ralsisng thè percentage of alcohol. Volstead didn’t invent thè one-tenth of 1 per cent deflmtion of lntoxieating liquor; thè excise depnrtment did. Congress must look out for that detall if it changes thè Volstead act. Enlightened self-interest impelled America into national prohibition. Muddled brains don't pay, and alcohol means muddled brains. None of us are strong or wise enough to risk subtracting from our mental totale by drinking. Times Better, Safer Workingmen and employers are more prosperous than they were before prohibition.
